Naxalism in offices

The 1989 kidnapping of Rubaiya Sayeed was an act carried out by members of the Jammu Kashmir Liberation Front a Kashmiri Muslim militant organization, on December 8, 1989 in Jammu and Kashmir. The kidnappers demanded the release of five of their comrades in exchange for Rubaiya's release. The government accepted their demands and freed the jailed terrorists.

Similarly after prolonged negotiations with the Taleban government and the Kandhar plane hijackers, three hard core terrorists were released by Indian government in exchange of all the hostages trapped in hijacked plane in Kandhar in December 1999.

These two historic incidents paved the way for more and more kidnapping of important persons in various naxal prone areas in the country to force the local government to release their naxal colleagues languishing in jail for long or to get their other demand accepted by ruling government.

During last two decades and more several incidents of kidnapping have taken place in various parts of the country and in most of the cases ruling government had to bow down. Still government state as well as central, had totally neglected the dangers of growing naxal activities and allowed it to grow without any break till last year when Mr. P. Chidambram was made Minister of Home affairs

Naxals in the state of Orissa have after all succeeded in forcing the government of Orissa to release their men. This has proved that naxals have grown in their fighting capacity. The incident of Orissa and the subsequent step by ruling government to release the jailed naxals as demanded by kidnappers has once again substantiated the fact that all states governments as well as central government took a very casual approach on the danger of naxals even after the sad incident in 1989 and 1999. The Orissa incident has once again established that Government has been totally failed in taking a coordinated approach on handling the problem faced by people living in naxal affected areas during last two decades.

Still there are various politicians of various political parties who are sympathizers of naxal element because they use to take the help of naxal forces in winning the election. There are many social activists, media men, journalists, NGOs who still talk of negotiation with naxals and plead of various measures to bring naxal in the mainstream of the society. They ignore the fact that naxals are basically criminals and they have huge money power as well as armed power. They use to extort money from all affluent person including police personnel. Businessmen and service men have to give huge amount of money to local naxal people to survive in the area peacefully but it is painful and dangerous that even police person, IAS and IPS OFFICERS have to give money to naxals for their safety.

It is open secret that Illegal and coercive methods are used by naxal elements to collect money from local rich people and there is none to stop them. This is not a new phenomenon but this has been continuing for last three to four decades. Naxals have developed very good relation with top bureaucrats, social activists, politicians, ministers and local powerful persons and slowly growing in numbers. Casual, ineffective and negligent action of ruling government during last three decades has resulted in growth of network of naxals to such an extent that naxals can now dictate terms to elected government by abducting one or two socially respected or powerful persons.

I hope all political parties at state or central level will now learn the lesson from the past and try to treat the criminal as criminals. They should not try to mix the issue of poverty with that of crime .All types of criminals should be punished and punished in a period of fixed time, say three months by local courts, six months by district courts and in one year by High courts. Any political interference in the matter of crime results in boosting up the morals of crime doers.

It is due to incompetent judiciary in our country that criminals use the judicial system to postpone the decision on criminal cases. On the contrary innocents and victims are afraid of knocking the doors of police or the court in want of justice.

It is due to delayed justice that hundreds and thousands of persons are languishing in jail for years and years .It is due to inefficiency of court that 61 alleged culprits had to pass their valuable ten years in jail for visibly no fault as because they were acquitted by Gujrat Special Court in Godhra case on 22nd of February 2011.There may not be anything more painful that innocents are put in jail for several years even without trials and without even charge sheet.

It will not be an exaggeration to say that top ranked officers, ministers, MP and MLAs, heads of various departments are also acting as naxals in their area of operation to exploit their contractors, staff working in various offices and common men .Only difference is that naxals are using armed power to commit their crime and High ranked officers and ministers are using their pen power to accumulate more and more wealth. It is true that bullets fired by naxals are reaching the ears and eyes of lacs of people whereas bullets fired by white collared powerful person through their pen are not visible to common men. Both groups are looting money and exploiting poor and weak people of their area in their own style. Both are brand of extremism and both are committing crime after crime, scam after scam only because they are not afraid of police or court action.

Top ranked officers are whimsically transferred to remote and critical places if they do not do what ministers desire and on the contrary given arbitrary promotion and given cream posting if they do what ministers desire and earns bribe and share with ministers. Similarly junior officers are transferred to critical and remote by top officers and this dirty chain continues till the bottom and ultimately it helps in creating unhealthy corrupt culture. Injustice in recruitment, transfers, posting and promotions breeds frustration and depression and eventually inaction by good officers. Good officers cannot be even whistle blowers against corrupt officers in fear of repercussion, burning, killing in the hands of corrupt but powerful naxals , powerful officers and powerful politicians.

To add fuel to fire, top ranked powerful officers and ministers are now a days earning money even in recruitment. Departmental heads are conducting examinations only for showing to people but actually they are selling the recruitment in the name of reformation and earning huge money by making direct recruitment of their choice. After all there is none to stop such dirty practice prevalent in all government run departments and offices. Hundreds and thousands of cases are pending in various courts of the country for several years and decades against injustice in promotion, recruitment and transfers. Justice is never available to victimized good workers till his life. Talented candidates are rejected in examinations and interviews. Good workers and good students are more often than not, to face frustration in life. And this results in boosting up of morals of bad elements like naxals.

I therefore always say that weak judiciary is the root cause of all maladies prevalent in the country. Both kind of exploitations can be stopped only by efficient police and judicial system.As of l now, there is no justice with good workers in government run offices and hence bad people grow and become more and more powerful .These bad people with the support of bad politicians are tarnishing the image of the country and it is they who real hurdle in real development of the country.
