Chartered Accountants in India are mostly working as brokers of tax officials and bankers. It is CAs who manage tax evasion from tax authorities or bank finance from banks. Raju was the greatest fool who disclosed his fraud in Satyam Computers, otherwise none of CA could catch the culprit. Almost all CAs are simply selling their signatures to business community, busy in negotiating with tax officials and bank officials
Lawyers in India in general are working as brokers and middlemen for judges working in various courts. Officers, secretaries working in various state level secretariats or in secretariat attached of various ministries and Parliament of India are working in general as agent and broker for ministers. Politicians of various political parties who are effective and master in manipulations are working as agents for various MLAs and MPs. District level political leaders are flatterer of state level leader of a political party and state level leaders works as yes-men of central level leaders. In common terminology they are called as lobbyist or flatterer or managers or chamchas but for all practical purposes they are actual fate makers.
It is caucus of these flatterers who surrounds powerful leaders in all offices, banks, Income tax offices, secretariats and at all places where powerful persons are sitting. It is these flatterers known as Godfathers who manage transfer, posting and promotion of staff who works as per whims and fancies of lobbyists. It is these lobbyist or game players who manage transfer of honest workers who hinders their corrupt path to remotest place, to critical place or to a place where he or she becomes ineffective in all fields of his life. It is these lobbyist who manage torture to good workers who create impediments and it is they who manage even killing of such hard core honest performers. It is these lobbyists who can make or mar a government for their self interest.
Neera Radia is not alone working as lobbyist in corporate world but there are hundreds and thousands of such lobbyists active in practically in all offices. Even top ranked DGM, GM, AGM.CM in a Public Sector bank has to approach one or the other lobbyist to get fastest promotion and cream posting. General Managers have to contact lobbyist sitting in RBI and Minister of Finance for getting the post of ED and CMD of a bank. Retired politicians have to contact top leaders to become director in a PSU and so on so forth. One has to invariably contact a lobbyist for getting his work done easily quickly and with minimum possible expenses.
In eighties one great lobbyist namely Harshad Mehta was caught in bank scam .But in this age of reformation there are hundreds of person working like Harshad Mehta and manipulating Stock Market as per their sweet will and SEBI is silent spectator of all mishappenings till it assumes the form of a scam or scandal.
In such an environment it does not look astonishing and unexpected incident when one say that Reddy brothers succeeded in tax evasion of Rs.80.00 crores in mining in Karnataka or Mr. Raja OR Madhu Koda or Mr. Kalamadi or any such corrupt officer could accumulate wealth worth hundreds of crores of rupees.
In fact most of the government officers and ministers are busy in making money some way or the other. Even media men are indulged in such corrupt game in their own style. This is the picture of Indian democracy where rich is growing richer and poor are becoming poorer. Lobbyist can approach all powerful centers whereas common men are fear of accessing any office where he can expect his work done or where he can knock the door to get justice.
It is ridiculous to know that RBI has asked details from bankers who sanctioned finance to companies currently under investigation by CBI to punish the culprit top ranked bankers who financed to telecom companies by taking bribe. It is nothing but a reluctant surgical operation undertaken by RBI and not body scan of banks which should be undertaken by RBI to stop corrupt practices prevailing in the banks where top ranked officials like General Managers are caught taking bribe for lending.
Scam of value of hundreds and thousands of crore rupees cannot take place without the support of hundreds and thousands of persons in the system. Few cases of scams and corruptions which are exposed in public by media are not aberration of the system but exposure takes place only when there is dispute in sharing of bribe money among corrupt officials or when bribe giver remains unsatisfied even after payment of bribe. Exposure of scam takes place when desired work is hampered even after payment of bribe to ministers and officers due to change of guard or change of powerful lobby or change in policy due to some reason or the other. Otherwise it is the corrupt system which has been developed by politicians and rulers of the country since independence.

Wikileak exposure on Rahul Gandhi
Entire world understands very well that most of the terror groups are formed by Muslims or converted Muslims. Even Pakistan and many Arab countries realize from the core of their heart that image of entire Muslim community is getting tarnished by frequent acts of terror attacks carried out by Muslims. It is also true that in most of the terror attacks all over the world, it is mostly Muslims who are accused and charged with act of terrorism. Many terrorists are even using Hindu or Christian names and people of Non Muslim communities to spread terrorism so that tarnished image of Muslim may be diluted and washed slowly at least to some extent. Some of the Muslims terrorists are willfully recruiting and training Hindu or other caste persons by giving them huge temptation of money and wealth. Some of Muslim terrorists are using Non Muslim as shield to safeguard them or using Hindu as mask to conceal their dirty acts. It is also true that Muslim terrorists have succeeded in their malicious plan of tarnishing the image of Hindu, Sikh and Christian.
International community are still very much sure that threat to the world peace is coming from Islamic terror but still they do not wish to send such message to the world and they do not wish to divide the human being and the world on the basis of caste and community on the matter of crime. Everyone knows that terrorist have got no caste or community. All terrorists are criminal and should be punished in proportion to their crime at the earliest possible. It is undeniably true that there are criminals in all sections of the society and all criminal should be treated as criminals without any discrimination based on his caste , community or region or religion.
Unfortunately it is only India where politician of all parties use caste and community as a weapon to win the election. Indian politicians try to win various caste groups with different types of temptations such as caste based reservation or caste based development schemes or caste based compensation to families of dead or injured person in any accident or communal riot. It is India where even the government has to give many thought before taking any punitive action against Muslim evil doers. It is India where admissions in schools and colleges take place on the basis of caste and communities. Even police department or in fact all departmental heads fear in taking action against any SC, ST, OBC or any Muslim worker, any Muslim neighbor or any Muslim criminal .This is a undeniable truth in Indian administration.
Indian government is afraid of executing death penalty to Afzal Guru awarded by the highest court of the country. Indian police and investigating agencies are so much weak, ineffective and coward that they could not even award punishment to the person who were identified and even caught in 26 November 2008 Mumbai blast and to whom entire world watched committing terror attack. It is possible only because entire exercise of search and investigation against Muslim criminals moves very slowly in India and there are several sympathizers in India who would like to puncture the entire process of investigation and try to save Muslim criminals by hook or by crook.
It is therefore not astonishing that leaders like Rahul Gandhi, Manmohan Singh, Digvijay Singh, Kapil sibal , P. Chidambram talk of Hindu terror time and again to win the heart of Muslim voters. I do not want to entirely blame Rahul Gandhi for his remarks against Hindus as exposed by Wikileaks. It is painful that Rahul Gandhi has given such remarks in foreign land. I however understand very well that he is very much immature in politics and he utters the same thoughts which he has learnt from his family member, family gossips and from debates and discussions taking place in various powerful lobbies of Congress Party which he belongs. Obviously the controversial voice of Rahul Gandhi exposed by Wikileaks is not only the voice of Rahul Gandhi along but represents the voice of Congress Party as a whole.
Matured leader never criticizes Indian politics or even discuss demerits of Indian internal system at least when he or she is sitting in foreign land. Every family has disturbances and difference of opinion among various members of the family but a wise member of family do not expose truth of his family when he or she is sitting at place other than his or her own house.Rahul is lacking this maturity. Hence entire blame goes to Congress Party, Sonia Gandhi and Mr. Manmohan Singh who are holding key posts and who supposed to glorify India and save India’s image. It is unfortunate that Manmohan Singh in the capacity of Prime Minister of India has completely failed to stop the spread of cancer of corruption and cancer of casteism and communalism.
Rather game of ‘Divide and Rule’ is being played by rulers of this country in general and more particularly by Congress Party under the leadership of clean image Manmohan Singh. Height of dirty politics is that many stalwarts of Congress Party are not only misusing so called clean image of Manmohan Singh for their vested interest but also bent upon making Rahul Gandhi as the next Prime Minister of the country. What will be the fate of India under the leadership of Rahul Gandhi whose childish remarks against Hindus in foreign land has strengthened the hands of Pakistan?
India is after all a country of flatterers and it is India where all decisions are taken not on the basis of merit of the person but entirely on the basis of flattery one receives from the person .Flattery is therefore growing by leaps and bounds in India. Congress Party in particular is the party of flatterers and most of them are greedy for money and power. What action government has taken during six years of UPA rule to safeguard country from the threat of Hindu terror?
Instead of expressing concern before USA diplomat, why not Rahul Gandhi being a Member of Parliament raised his voice in the Parliament?
Why is government putting blame on ISI and PAKISTAN BASED TERRORISTS for 26 November 2008 Mumbai blast when they apprehend that Hindu terrorist took revenge from Karkare for arrest of their leader Sadhwi Pragya in Malegaon Blast?
Why government did not take any punitive action against those Hindu Leaders who were behind the killing of Mr. Karkare ATS chief/

Corruption is dangerous than terrorism
Politicians often talk of black money parked in Swiss Banks but always fail in their exercise to bring back the same in our country because they are not honest in their utterings.They made unprecedented hue and cry before last general election on huge amount of black money parked in Swiss Banks but politicians of all parties became almost silent after the declaration of election result. What they say and what they mean to do is always different. India is still rated rate as one of the top corrupt nations. It is worthwhile to mention here that India is rated as one of the top ranking hunger inflicted state of the world even though Indian leaders claim and feel proud of achieving comparable GDP growth in the economy and said to be decoupled with global recession or global financial meltdown.
Madhu Koda ex-CM of Jharkhand and his associates could accumulate hundreds of crores of rupees through corrupt means because he knew the power game and corrupt game being played in the country in all the states. Koda is bird of the same feather and he is not new or his case is not an isolated case of corruption in India. Latest story on extent of corruption in CWG is well heard and read by Indians. In fact there is no dearth of cases of large scale corruption, fraud, scam and cheating in our country.
Rulers, leaders , CEO or head of any organization first pull together all his flatters on whom he can blindly rely and throw away all honest persons who can put hindrance in their task of earning or printing money. In this way evil work of the ruler does not come to fore as long as one of the corrupt officers raise ugly voice against the system not because of his sudden thirst for patriotism but due to his puncture the effort of other corrupt person who has been enjoying larger share of ill earned wealth.
As a matter of fact rulers of this country could not stop corrupt practices in the system prevalent in our own country and cold not stop formation of black money in the country and hence they could not and cannot force foreign country to declare name of Indians who have parked money in Swiss bank. Similarly when investing agencies like CBI, ED, Vigilance, IT officials and other regulating agencies are themselves corrupt they cannot stop spreading cancer of corruption in the Indian body system. And the most vital point is that when rulers themselves are corrupt they cannot endanger their own money parked in either Swiss Bank or in Indian financial and real estate sector.
It is rightly said by the great writer Munsi Prem Chand.
"Jab Rakchak hi Bhakchak Ban jaye to vinash nishchit Hai"
When almost every minister at Center and almost every minister in each State government is indulged in making money through corrupt means, when officers in general are involved in corrupt game played by politicians and when all officers entrusted with the duty of stopping and removing corruption from the system and finally unearthing ill earned money are busy in making money through corrupt means who will make serious efforts to unearth money held in Swiss Bank.
Persons or group of person who have kept their black money in Swiss Bank are none other than politicians and government officers. When top officers and top ministers are corrupt one cannot imagine of businessmen and professionals abiding by Indian rules and following rule of ethics. It is government officers and politicians who make survival of honest service men, honest businessmen and professionals difficult and force them to manufacture black money and share with corrupt officials to live peacefully. Honesty has rather become curse for government servants as well as businessmen and professionals.
Black money is not only in Swiss bank, it is parked in banks in India too. Black money is concealed in form of gold, land and building, apartment, big bazaars, farm houses, private professional colleges and in almost all big houses. Black money is visible to all whose eye is not jaundiced with the decease of black money. Nine out of ten multi storied residential building and commercial complex in Metros and big towns are constructed by ill earned black money only. It is open secret. As such it is not necessary to focus attention on money parked in Swiss Bank and make politics out of it but is more important to focus on black money parked in India and which is visible in India itself.
It is necessary for almost all politician and officers working in government and government departments to introspect and look into their heart whether they are really honest. Politicians in general cannot afford contesting and winning an election without the help of black money received from businessmen and at the same time without the indirect support of controlling officials none of the businessmen can imagine of tax evasion.
Without the support of corrupt officers, none of the contractors in India can carry out their tendered allotted work. More than fifty percent of value of contract work allotted by government to contractors is consumed in distributing commissions to corrupt officers and politicians. Ministers cannot even organize a rally without the financial support from local corrupt officers, black money of rich businessmen and professional.
I therefore feel that work of purification should start from our own land, our own offices, our own banks, our own politics, and our own administrative system. Politicians should stop playing foul game of putting blame always on foreign agencies for every lapse on their part if they are really interested to see India shining.
India must stop flattery culture because this flattery culture is the root cause of all evils. None of government servants can dream of good posting and timely promotion without indulging in flattery to big bosses and powerful politicians. It is therefore necessary to make transfer, posting and promotion fully transparent and remove all bottlenecks which gives scope of whimsical decision in the matter of posting and promotions. It is the need of the hour to punish those who are misusing their delegated powers and who promote flattery culture by taking arbitrary decisions.
CBI, Vigilance department, Band, IT department, IB ,Anti corruption offices ,custom officials all such regulating agencies which are established for prevention and elimination of corrupt practices should be made more powerful and given sufficient man power to carry out their holy job. Any officers found indulging in corrupt practice in such department should be punished severely without any discrimination based on caste, community or religion.
Political interference in administrative matters, police action and judiciary must be stopped even if for this matter rules of the land are needed to be altered, made more severe and non-discriminatory. Delegation of power in few hands at any levels and in any offices gives scope for corruption and hence the power must be diluted to the possible extent in such a way that it does not cause delay in execution of plan and projects. Officers who misuse power must be punished immediately.
And last but not the least, MLA and MP who rule the country should not be elected by votes of illiterate and criminals but selected from top IAS and IPS officers, toppers of colleges, reputed social reformers, successful bankers, reputed honest businessmen and from persons of undisputed character. System of garlanding and gifting top officials and political leaders as also that of giving red carpet welcome to top officers must be stopped immediately. Practice of spending crores of rupees in inaugural functions or in felicitating top officials or ministers must be stopped forthwith through an ordinance at least for one year to start with.
Judiciary should be provided adequate quality man power so that pendency in court is made zero and justice is made available in shortest span of time to all aggrieved Indian citizen. An environment has to be created in the country where criminals of all nature have fear of action in their mind and in their core of heart.
It is tragedy that in our country police actions in our country is against good citizens and punitive action through court orders is also possible against good citizens. Actual crime doers use judiciary to perpetuate their reign of crime .If this fear of action is ensured at all levels I am very much sure that black money from Swiss Bank or Indian Banks will automatically come on the floor and people will be motivated to use the money for constructive purposed rather than parking in foreign or Indian bank.
Honesty is the best policy has to be proved at ground level. Merit and merit has to be respected in our country if we Indians really want India to grow at grass root level.
GDP growth shown by ministers to International agencies is not at all helpful and pleasant for majority of Indians who are unable to even afford their normal livelihood and manage respectful life.
It is worthwhile to mention here US President Mr. Obama has taken many steps to reform US banking culture taking lessons from 2008 financial crisis. On the contrary our government is still unaware of growing sickness in Indian banks only because we Indian know how to play with data, sink and swim in the sea of data.
When USA, pioneer of reformation, liberalization, privatization and globalization has started revisiting the policy of outsourcing, policy of concentration of power in few hands, policy of complete freedom to trade icons and policy of complete freedom to banking industry so that more and more employment opportunities are generated for US citizens, expenses on executives is cut to size, and corrupt practices in US system is put an end for good and for eve. Why not Indian politicians learn lesson from their masters at least and ensure transparency in all their action and why do they not discard vote bank politics based on caste, community, religion and region is a big question to answer and a big challenge for those whose vision is to see India really shining in the world.

Without the support of corrupt officers, none of the contractors in India can carry out their tendered allotted work. More than fifty percent of value of contract work allotted by government to contractors is consumed in distributing commissions to corrupt officers and politicians. Ministers cannot even organize a rally without the financial support from local corrupt officers, black money of rich businessmen and professional.
I therefore feel that work of purification should start from our own land, our own offices, our own banks, our own politics, and our own administrative system. Politicians should stop playing foul game of putting blame always on foreign agencies for every lapse on their part if they are really interested to see India shining.
India must stop flattery culture because this flattery culture is the root cause of all evils. None of government servants can dream of good posting and timely promotion without indulging in flattery to big bosses and powerful politicians. It is therefore necessary to make transfer, posting and promotion fully transparent and remove all bottlenecks which gives scope of whimsical decision in the matter of posting and promotions. It is the need of the hour to punish those who are misusing their delegated powers and who promote flattery culture by taking arbitrary decisions.
CBI, Vigilance department, Band, IT department, IB ,Anti corruption offices ,custom officials all such regulating agencies which are established for prevention and elimination of corrupt practices should be made more powerful and given sufficient man power to carry out their holy job. Any officers found indulging in corrupt practice in such department should be punished severely without any discrimination based on caste, community or religion.
Political interference in administrative matters, police action and judiciary must be stopped even if for this matter rules of the land are needed to be altered, made more severe and non-discriminatory. Delegation of power in few hands at any levels and in any offices gives scope for corruption and hence the power must be diluted to the possible extent in such a way that it does not cause delay in execution of plan and projects. Officers who misuse power must be punished immediately.
And last but not the least, MLA and MP who rule the country should not be elected by votes of illiterate and criminals but selected from top IAS and IPS officers, toppers of colleges, reputed social reformers, successful bankers, reputed honest businessmen and from persons of undisputed character. System of garlanding and gifting top officials and political leaders as also that of giving red carpet welcome to top officers must be stopped immediately. Practice of spending crores of rupees in inaugural functions or in felicitating top officials or ministers must be stopped forthwith through an ordinance at least for one year to start with.
Judiciary should be provided adequate quality man power so that pendency in court is made zero and justice is made available in shortest span of time to all aggrieved Indian citizen. An environment has to be created in the country where criminals of all nature have fear of action in their mind and in their core of heart.
It is tragedy that in our country police actions in our country is against good citizens and punitive action through court orders is also possible against good citizens. Actual crime doers use judiciary to perpetuate their reign of crime .If this fear of action is ensured at all levels I am very much sure that black money from Swiss Bank or Indian Banks will automatically come on the floor and people will be motivated to use the money for constructive purposed rather than parking in foreign or Indian bank.
Honesty is the best policy has to be proved at ground level. Merit and merit has to be respected in our country if we Indians really want India to grow at grass root level.
GDP growth shown by ministers to International agencies is not at all helpful and pleasant for majority of Indians who are unable to even afford their normal livelihood and manage respectful life.
It is worthwhile to mention here US President Mr. Obama has taken many steps to reform US banking culture taking lessons from 2008 financial crisis. On the contrary our government is still unaware of growing sickness in Indian banks only because we Indian know how to play with data, sink and swim in the sea of data.
When USA, pioneer of reformation, liberalization, privatization and globalization has started revisiting the policy of outsourcing, policy of concentration of power in few hands, policy of complete freedom to trade icons and policy of complete freedom to banking industry so that more and more employment opportunities are generated for US citizens, expenses on executives is cut to size, and corrupt practices in US system is put an end for good and for eve. Why not Indian politicians learn lesson from their masters at least and ensure transparency in all their action and why do they not discard vote bank politics based on caste, community, religion and region is a big question to answer and a big challenge for those whose vision is to see India really shining in the world.

I submit some points hereunder highlighting reign of injustice in banks perpetuated by team of officers sitting at the helm of affairs in collusion wit union leaders.
There is practically no stagnation for central government employees as per last pay commission recommendation and as accepted by government of India. There is time bund promotion. Central pay Scale is too long to stagnate any employee at any particular point of scale for two or three years
Why is there stagnation for bank employees particularly when bank is not in a position to accommodate so many candidates in higher scale, when there are fewer vacancies?
For none of fault of senior officers, they are denied promotion as also annual increment. It is really a fun that they are not given even full terminal benefits when they resign at their own.
When banks do not find such senior officers for promotions, bank should not hesitate in accepting resignation of such officers and allow full pension and retirement benefits. Why officers who resign are not allowed pension, leave encashment or refund of accumulated bank's contribution in PF etc. Bank can remove an officer as per its choice but staff cannot leave the job without loosing his rightful terminal benefits.
Officers who have transferred from outside states to North East States were getting so many incentives as per 1984 circular or as per guidelines of IBA as prevalent for central government employees working in other sectors in eighties. Why these incentives have not been revised during last 25 years?
Special allowance fixed Rs.1200/ or Rs.1500/ for specified area is common for all staff posted in North East region. What about additional benefits for those who are transferred from other states to North East?
For outsiders, there was a provision of Rs.1500. p.m. in 1984 when Rs.1500/ was a significant amount compared to prevailing scale of pay for officers at that time. Now even that Rs.1500/ (it should be at least 10000 in view of price rise and scale rise during last 25 years) or 12.5% of pay has been abolished.
Originally North East posting policy was framed for enthusing employees to serve in north eastern based branches for two years and then they were given preferred posting. Unfortunately this holy policy is now misused by greedy and corrupt executives to sideline good officers from their path of earning illegal money and golden gifts.
Incentives of NE posting have also been snatched and left on whims and fancies of executives. Preferred posting after completion of two years tenure also lies on the mercy of top officials. ED or top executives in banks do not have fear in mind in violating the existing policy or misusing the same in the name of bank’s exigencies.
After all what union leaders are doing?
There are lacs of bank employees who are continuously working in rural areas, say for one or two decades or even more.
On the other hand there a few lacs of bank employees who are continuously posted in Metros and Urban areas.
Unfortunately residual a few of employees are facing frequent transfers from one corner to the other corner of the country.
It clears defeats the very purpose behind rural posting policy and NE posting policy framed by government of India. Banks do not hesitate in violating its own transfer policy or promotion policy. Officers posted continuously in rural areas seldom get promotion because their fate depends not on performance but on whims and fancies of Interview panel. Members of Interview in general award marks based on merit of employees on points such as flattery, gifts and welcome kits. Justice is nowhere visible.
After all what union leaders are doing?
Answer is that they are also standing in the same que in which a team of flatterers are standing to get maximum benefit from higher bosses, cream posting, reckless earning through credit lending or waiver of loan without any fear of action from higher bosses and get preferred promotions for their flatterer members if they so like.
Why huge arrear to the amount of two lacs or three or four lacs are being paid to executives as per 9th Bipartite Settlement and only a few thousand to middle management officers considered senior officers. Even peons and junior clerks are getting arrear to the extent of one lac rupees. Even junior officers are getting more. Obviously pay scale fixed for various scales is not based on principals of equality but based on whims and fancies of IBA team and union leaders. Pension optees are getting more and PF optees are getting noting in comparison. Why discriminatory treatment is being allowed by union leaders even in fixation of revised pay in 9th BS, not to speak of discrimination with PF optees desiring to offer for pension.
Are senior officers in middle management so bad they are not fit for promotion, increment, pension and even equal rise in wage revision? If so why are they not given offer of VRS as given in the year 2000?
Why CMDs of various banks then talk of crisis of talented officer in bank and why do they express apprehension for painful future when a good number of officers will retire?
If there is a will there is a way. When government is formed of corrupt persons and that of flatterers, when administration is manned by corrupt and flatterers when judiciary is weak, ineffective, costly and centre of corruption, any one in Government cannot dream of taking step to reduce corruption in the system or to punish corrupt people.
And people who try to move against the main stream gets tired very soon and finally succumb to death.
It is therefore better to say All is Well sir, No problem sir, everything will be o.k. sir, I am there don't worry, I will manage it, I will manage media people, I will manage CBI people and so on. These wordings are a few permanent wording of flatterers.
Media men are not getting any interest or attractive news in the reign of injustice pervading and prevailing in banking industry. A few executives by using their mobile phones using some flatterer Branch Managers ges success in extending credit to unscrupulous borrowers and sacrificing huge amount in compromise and waiver of loan scheme just to earn some illegal money.
Banks assets worth thousands and thousand of crores of rupees are locked and lost in bad borrowers every year whereas government of India, RBI and all regulating agencies remain silent spectators. People have seen how NPA rose 500% this year in Indian Bank but regulating agencies are not ready to accept that similar pain will occur to other banks too in near future. There is in fact none to bell the cat.
Banks management, government of India and RBI loudly say with a sense of pride that Indian Banks are not affected by global slowdown or recession or sub prime crisis but IBA says that banks are not in a position to pay pension to bank employees and hence begging for sharing of pension cost from bank employees.
IBA has filed affidavit in Madras High Court that banks are facing fund crisis and not in a position to pay pension to retirees and hence praying for stay granted by the same court on 24th June 2010 on illegal and unjustified recovery from PF optees agreed in 9th Bipartite settlement .
How much shameful and painful it is that staff of banks who served banks for 30 to 35 years in bank and contributed his entire energy for growth of bank has now to run from pillar to post or knock the door of courts to stop reign of injustice.
Are Banks earning profits by simple exploitation of staff??

Latest news of corruption is that a few MLAs of Jharkhand state sold their votes in Rs.50 lacs to rupees one crore to RS candidates during recently held Rajya Sabha election. This is not a new event or astonishing case of corruption in Indian politics. . In past too, MLAs were found to sell their votes. MPs sold votes to ensure victory of Narsimha Rao Government, MPs earned money by raising questions during question hours on behalf of those who paid money, and MPs have quarreled with chairs and tables in Parliament, indulged in road side like fights in Parliament and state assemblies.
If any investigating agency inquires honestly and sincerely about real growth of assets of MLA and MPs and their family (members pre and post election) they will definitely find a multifold growth. An MLA who could not repay his IRDP loan in a village in Jharkhand became owner of property of worth hundred of crores of rupees after becoming minister. People have seen the charisma of Madhu Koda and Sibu Soren.
There are thousands of MPs and MLAs (ex or serving) in India whose property have gone upto fifty and hundred crores after their election in assembly or in Parliament. But who will investigate.
In present case of CWG even ex CVC says to star TV that he was directed not to interfere in CWG affairs.
CBI officers or Vigilance officers, all fear of remote posting or non promotion in career if they go against the wishes of ruling party.
When Masters (of Corruption) and Doctors (in Corruption) are sitting on top posts in all offices, who will dare to correct the corrupt system.

Union Leaders in Banks
Bank officers Association are getting monthly subscription of Rs.100 to Rs.200 from each member every month. In addition they will get levy of Rs.3000/ from each member in lieu of bipartite settlement signed on 27th April 2010. Members are happy or not, that is immaterial.
I think total accumulated fund of Officers Association in various banks will grow to hundreds of crores of rupees. This fund is not only enough to meet the usual traveling and staying expenses incurred by union leaders for various issues but also more than enough to meet even entire salaries of all union leaders.
As a matter of fact union leaders are more often than not, busy in union matters and hence they hardly do any work for the branch or office they are posted. It is pity that even officer community in general is not happy with their performance as union leaders. On the contrary their actual energy is lost in saving bad officers and seldom used for any gain for honest workers or for any relief to those honest officers who have been arbitrarily posted in critical areas or rejected in promotion processes due to ill motive of executives. They have failed in giving relief to officers who have been made scapegoat for fraud and irregular credit committed by corrupt officers.
In such position I am of the opinion that these union leaders should be removed from muster roll of the bank and bank should stop paying salary to these leaders. Instead such leaders should be professionally trained to serve the interest of officers who are associated with the union and they should be paid by their parent Union itself. In this way bank will save crores of rupees which are paid as salaries and perquisites to these non performing officers. Bank can use this saved money in creation of new jobs for hundreds and thousands of young unemployed persons. Besides, removing from bank’s duty, union leaders will have full time to think about their members. Since these leaders do only union activities, it will be right from all angle of consideration that their salary should be paid by union fund only.
In case officers do not agree to this proposal or they apprehend that their interest by outsiders will be jeopardized ,they should solemnly declare and take oath that they would not nominate any retired officer as their union leader in future and make best efforts to replace retired officers serving as union leaders with officers who are in service. Because leaders who are no more in service cannot fight seriously and devotedly for better interest of serving employees, rather they look into avenues to cheat serving employees and give maximum benefit to those who have either retired or resigned or removed from the bank. Latest settlement is the ideal example for such sorry state of affairs prevailing in Bank and pitiable position of officers compared to other employees working in Central Government offices or PSUs.
In addition to this they should be made accountable and punishable for any lapse on union activities and their performance should be judged by a group of hundred officers who are actively working in the bank. Expenses incurred by union leaders should be fully scrutinized by a team of at least ten Chartered Accountants and the certified balance sheet of union fund should be circulated among all members. Officer should also appoint some legal experts in each district or at least in state capitals to stop injustice perpetuated by bank management only because they know judicial proceedings in India is too costly and too much cumbersome and time consuming that one is constrained to bear with injustice.
Leaders will then learn a lesson, understand the importance of their role and at least not repeat the history of committing blunder of signing a agreement of wage revision which has instead of solving problems of their poorly paid members has created so many anomalies and tried its best to divide officers community by accepting various discriminatory rules like recovery from PF optees (leaving pension optees), causing loss to VRS optees, resignees, family pension takers, fitment of officers at the state of Rs23520 in scale III and that in scale IV at the same stage and so on. Not only this, many clerks will get better arrear due to this latest settlement compared to officers in junior or middle management. There is no Stagnation in any increment of Central Government employees in ay cadre as per latest Pay Commission Report, but it continues to deprive senior office of annual increment for none of their fault.
If we talk of other issues, it is worthwhile to mention here that management in collusion with violating even their transfer policies, misusing policy meant for rural posting framed by Government of India, misusing policy for posting in North East region, giving promotion to corrupt and flatter officers taking advantage of Interview marks (which an interviewer can give whimsically to make or mar the career of an officer of his choice) Union leaders is silent spectator of torturous treatment given to good officers who are real performers but who do not have time to flatter executives and provide costly gifts to their bosses.
There are thousands of officers who have been continuously working in villages, officers in Non Metros are transferred frequently form one region to other, one state to other and even one zone to other whereas officers posted in Metros are seldom transferred out of their parent state. There is a policy that upto scale III officers will not be transferred out of region but this policy is violated frequently and union leaders remain silent spectators.
There is a policy that an officer cannot work in a region for ten years continuously, management allows many to continue or adjust them back in the same place after giving a formal break of one month outside the state. Is this not enough to prove that there is reign of injustice under the umbrella of union leaders?
Banks are performing better and better despite man power constraints but the real fruits of this growth are hardly shared with junior officers who work hard day and night for the growth.

Not only this, many clerks will get better arrear due to this latest settlement compared to officers in junior or middle management. There is no Stagnation in any increment of Central Government employees in ay cadre as per latest Pay Commission Report, but it continues to deprive senior office of annual increment for none of their fault.
If we talk of other issues, it is worthwhile to mention here that management in collusion with violating even their transfer policies, misusing policy meant for rural posting framed by Government of India, misusing policy for posting in North East region, giving promotion to corrupt and flatter officers taking advantage of Interview marks (which an interviewer can give whimsically to make or mar the career of an officer of his choice) Union leaders is silent spectator of torturous treatment given to good officers who are real performers but who do not have time to flatter executives and provide costly gifts to their bosses.
There are thousands of officers who have been continuously working in villages, officers in Non Metros are transferred frequently form one region to other, one state to other and even one zone to other whereas officers posted in Metros are seldom transferred out of their parent state. There is a policy that upto scale III officers will not be transferred out of region but this policy is violated frequently and union leaders remain silent spectators.
There is a policy that an officer cannot work in a region for ten years continuously, management allows many to continue or adjust them back in the same place after giving a formal break of one month outside the state. Is this not enough to prove that there is reign of injustice under the umbrella of union leaders?
Banks are performing better and better despite man power constraints but the real fruits of this growth are hardly shared with junior officers who work hard day and night for the growth.

Central government cannot escape its responsibility to handle the problems related to naxalism and save he country from the danger posed by naxalite groups, by anti national forces acting from inside the country. They cannot put blame squarely on state governments saying that naxalism is law and order problem and hence a subject of state government. Only fool can accept the theory of law and order problem cited by Ministers in Central Government or leaders of Congress Party or any other person like Lalu Yadav even after experiencing large scale killing of CRPF and common men in last one month only , that too on one place only and that in Dantewara district in Chattisgarh state. This is happening despite the fact that Chief Minister of Chattishgarh is making all efforts to handle naxalism and extending all support to Central government wholeheartedly. In other states like Bihar, West Bengal, Orissa, Andhra Pradesh and Jharkhand mass killing by naxalites has become common feature and hence accepted by common men as usual incident like road accidents. .

Banking Division
Government framed policy for posting of bank employees in Villages as also for posting in North Eastern States to promote rural banking and to help development work in rural areas and North Eastern states. But management of banks have always misused this excellent policy to discard non-flatterers and to torture those employees who do not indulge in corrupt practices and who do not implements bad orders of the executives.
RBI or any investigating agency on honest inquiry will find that some officers have been working in villages for two or three decades whereas flatterers of the top officials of the management have been allowed to work in Metros for decades together. When an officer do not provide gifts to General Manager, he is posted in North Eastern States on the plea of Non Performance whereas those who commit fraud or indulge in irregular credits but always provide golden gifts to GMs, DGMs, AGMs in the name of some function either of inauguration or customer’s meeting are allowed to remain in big towns.
Some officers are simply creating bad advances and some others are constrained to recover the bad advances merely to save the corrupt officers from punishment. This is why loans or advances become Sub Standard in one or two years of its disbursement. It is also a bitter fact that such bad advances are concealed by gifting Auditors and inspectors and treated as good advances till the sanctioning officer wither is promoted or get safe exit from the bank. Honest workers are made scapegoat for the misdeeds of big executives.. It is undeniably truth that excellent results exhibited through annual balance sheets are due to devoted work of good performers and it is they who are salvaging banks from the misdeeds of bad officers. As such shining balance sheet of a bank should not give conclusion that the results shown are hard work of top officials sitting in AC rooms but that of field workers who are head of a branch and who is doing hard worker even under acute manpower shortage. In banks manpower is adequately provided only to flatterers even if he has caused banks crores of rupees. Until RBI or CBI catch hold of corrupt executives and punish the evil performers and at the same time award those officers who have been whimsically kept away from promotions and unless good officers are given respectable posting and promotions one cannot imagine of any rise in intrinsic value of any bank
On the contrary PSU banks are facing erosion in intrinsic value due to dirty implementation of apparently good HRD policies. In the name of Interview any employee can be deprived of and denied of promotion. Power makes executive corrupt if the decisions made by them are not transparent and subject to review. Root cause of persistence and promotion of such corrupt officers is due to the bitter fact that even courts fail to provide justice in decades together and this is why management bosses indulge in whimsical promotions, arbitrary transfers and postings.
I request bank officers to send their personal experience and story of corrupt officers to me at dkjain49709@rediffmail.com so that such illustration may be incorporated in PIL to be filed in the court. These information will be helpful in seeking information from bank under Right to Information Act to expose the true colour of officers who have been holding top posts in the bank and who have been getting continuous shelter from Banking division, RBI and Ministry of Finance. IBA has apparently committed Fraud on Pension Optees as also PF optee in banks in the recently concluded wage settlement agreement with bank employees.
• When pension was offered in lieu of provident fund. IBA/ Banks can not recover any cost/ incremental cost from pension optees. It is totally illegal and can not stand for judicial scrutiny in the court of law.
• The pension scheme of 1995 was not contributory in nature; any recovery toward the cost is illegal.
• The unions have wrongly agreed to IBA proposal for sharing the cost in all the above 3 settlements.
• If Bank employee’s pension was contributory in nature; there was no need to implement NPS i.e. 01.04.2010 in the banks.
• Central Govt. employees/ Railway/ State Govt. Employees or Judges of high Court/ Supreme Court do not pay any thing toward the cost of pension. Our pension regulations are based on there pension regulations only.
• During 7, 8 & 9th BPS (Bipartite settlement between IBA and bank employees unions) the above referred incremental cost of the pension has been recovered from both PF & Pension Optees. The IBA has reduced your wages to the extent of incremental cost while revising the wage. Hence both PF & Pension optees have been cheated and received lower wages.
• Can IBA/ Bank’s recover the incremental cost from a PF optee who is not the beneficiary of the Pension Fund Trust?
• Can IBA/ Bank transfer the share of incremental cost of pension of PF optees to pension fund instead of transferring to his PF Fund?
• The incremental cost of the pension, recovered from the PF optees should have been paid to PF optees in their PF or paid additionally along with the salaries.
• Is it not a fraud within the meaning of India Penal Code? Read the definition of Fraud in IPC?
Please note that above fraud has been perpetuated by the IBA in connivance with UFBU & Statutory Central Auditors who signed the balance sheet of the bank, since 7th BPS i.e. 01.11.1997.
Why the recovery of Rs 1800 crores from PF Optees is illegal in nature
• The actuarial liability of Rs 6000 crores for existing employees and Rs 3115 crores for retired employees are estimates only and not the actual number.
• Bank can not make actual recoveries on the basis of estimated actuarial liabilities. It is illegal.
• The Bank should first arrive at the actual numbers and actual figures of the pension gaps and then recover the actual recoverable dues.
• Then the bank should offer the pension option on the basis of actual recoverable dues.
• Hence any recovery from wage arrears is illegal liable to be rejected in judicial scrutiny.
Why such whimsical and unjustified act by IBA is possible?
I simply ask the wise and cleaver IBA chairman Mr. M V Nair and veteran Union leaders whether any bank can discriminate two officers ( in same scale with same status and same work responsibilities and same age of service ) only on the ground that one opted for pension in 1995 and another in 2010. It is worthwhile to mention here that both officers will get same pension if they leave the job.
Officers who are going to opt for pension as per new settlement have to pay as much as there times of one month pay i.e. as much as one lac rupees to become eligible for same pension which none of officers contributed in the past .
Such discriminatory attitude of IBA chairman just to please negotiating union leaders who have a vested interest to give benefits to those who have left service during last 15 years can in no way stand as legally valid agreement. It means retired employees or those who left banks service due to some reason or the other will get more benefits than working employees.
Is it possible to give different fitment to two officers drawing same basic of Rs.23520/ only because one is scale III and another is scale IV.
Is it justified to stop increment of senior officers only because there is no vacancy in upper scale? Stagnation Increment is given to senior officers after three years. It is directly disrespect to seniors for no reason.
Can you imagine the gainer on account of 9th bipartite settlement?
It is clerks whose union leaders are militant and devoted for their members.
It is SBI employees who are already getting pension as third terminal benefits without any extra contribution
It is executives and union leaders (who already left banks service) because they are part f negotiating committee for bipartite settlement.
Can you say, who are the real losers?
Yes they are officer in Junior and Middle Management. Officers who will opt for pension now. Because they have to contribute almost a lac rupee out of arrear towards pension fund, benefits of which will be shared by all pension optees equally. They have been punished only because they did not opt for pension in 1995.
I am unable to understand how and why union leaders feel pride in claiming achievement of second option for pension.
All these and many other illegal things are likely to happen in the recently concluded wage agreement for bankers.
Because Bank Management knows very well that individuals cannot go to court and even if anyone dare goes he cannot get justice in decades together.
Inefficacy, ineffectiveness and inefficiency of Indian Judiciary have become a matter of concern for common men.
Powerful person are exploiting their power to the maximum extent it is possible. They are even selling promotions and postings through their GMs and DGMs.
If money is lost nothing is lost, if health is lost some thing is lost but if character is lost everything is lost.
If top management indulge in unhealthy practices only because there is no option for victim to get the justice, none can stop erosion in intrinsic value of the bank and we have no doubt that such cleverness will spoil the bank’s health. People of India do not believe in what is achieved through Balance sheets only because the same is certified by Chartered Accountants. Indians have seen the balance sheets of Satyam computers and many more such companies. Similarly, officers in general understand that the the Bipartite settlement concluded for bank employees on 27th April 2010 is fully discriminatory, improper, biased and illegal.
Since the judicial system in our country is weak, officers have to digest the injustice and bear with it till they are associated with bank.

The IBA has reduced your wages to the extent of incremental cost while revising the wage. Hence both PF & Pension optees have been cheated and received lower wages.
• Can IBA/ Bank’s recover the incremental cost from a PF optee who is not the beneficiary of the Pension Fund Trust?
• Can IBA/ Bank transfer the share of incremental cost of pension of PF optees to pension fund instead of transferring to his PF Fund?
• The incremental cost of the pension, recovered from the PF optees should have been paid to PF optees in their PF or paid additionally along with the salaries.
• Is it not a fraud within the meaning of India Penal Code? Read the definition of Fraud in IPC?
Please note that above fraud has been perpetuated by the IBA in connivance with UFBU & Statutory Central Auditors who signed the balance sheet of the bank, since 7th BPS i.e. 01.11.1997.
Why the recovery of Rs 1800 crores from PF Optees is illegal in nature
• The actuarial liability of Rs 6000 crores for existing employees and Rs 3115 crores for retired employees are estimates only and not the actual number.
• Bank can not make actual recoveries on the basis of estimated actuarial liabilities. It is illegal.
• The Bank should first arrive at the actual numbers and actual figures of the pension gaps and then recover the actual recoverable dues.
• Then the bank should offer the pension option on the basis of actual recoverable dues.
• Hence any recovery from wage arrears is illegal liable to be rejected in judicial scrutiny.
Why such whimsical and unjustified act by IBA is possible?
I simply ask the wise and cleaver IBA chairman Mr. M V Nair and veteran Union leaders whether any bank can discriminate two officers ( in same scale with same status and same work responsibilities and same age of service ) only on the ground that one opted for pension in 1995 and another in 2010. It is worthwhile to mention here that both officers will get same pension if they leave the job.
Officers who are going to opt for pension as per new settlement have to pay as much as there times of one month pay i.e. as much as one lac rupees to become eligible for same pension which none of officers contributed in the past .
Such discriminatory attitude of IBA chairman just to please negotiating union leaders who have a vested interest to give benefits to those who have left service during last 15 years can in no way stand as legally valid agreement. It means retired employees or those who left banks service due to some reason or the other will get more benefits than working employees.
Is it possible to give different fitment to two officers drawing same basic of Rs.23520/ only because one is scale III and another is scale IV.
Is it justified to stop increment of senior officers only because there is no vacancy in upper scale? Stagnation Increment is given to senior officers after three years. It is directly disrespect to seniors for no reason.
Can you imagine the gainer on account of 9th bipartite settlement?
It is clerks whose union leaders are militant and devoted for their members.
It is SBI employees who are already getting pension as third terminal benefits without any extra contribution
It is executives and union leaders (who already left banks service) because they are part f negotiating committee for bipartite settlement.
Can you say, who are the real losers?
Yes they are officer in Junior and Middle Management. Officers who will opt for pension now. Because they have to contribute almost a lac rupee out of arrear towards pension fund, benefits of which will be shared by all pension optees equally. They have been punished only because they did not opt for pension in 1995.
I am unable to understand how and why union leaders feel pride in claiming achievement of second option for pension.
All these and many other illegal things are likely to happen in the recently concluded wage agreement for bankers.
Because Bank Management knows very well that individuals cannot go to court and even if anyone dare goes he cannot get justice in decades together.
Inefficacy, ineffectiveness and inefficiency of Indian Judiciary have become a matter of concern for common men.
Powerful person are exploiting their power to the maximum extent it is possible. They are even selling promotions and postings through their GMs and DGMs.
If money is lost nothing is lost, if health is lost some thing is lost but if character is lost everything is lost.
If top management indulge in unhealthy practices only because there is no option for victim to get the justice, none can stop erosion in intrinsic value of the bank and we have no doubt that such cleverness will spoil the bank’s health. People of India do not believe in what is achieved through Balance sheets only because the same is certified by Chartered Accountants. Indians have seen the balance sheets of Satyam computers and many more such companies. Similarly, officers in general understand that the the Bipartite settlement concluded for bank employees on 27th April 2010 is fully discriminatory, improper, biased and illegal.
Since the judicial system in our country is weak, officers have to digest the injustice and bear with it till they are associated with bank.

Urban Cooperative Banks
Government has asked now PSU banks to target urban cooperative banks and advised them to takeover sinking banks. I am unable to understand RBI works as an advisor to keep a man healthy or a doctor to diagnose ailing bank or simply a doctor to conduct post Mortem report of a dead body and submit report. It will not be an exaggeration to say that government in general works like a doctor to submit post mortem report of all dead bodies like scams, terror attacks, fraud ,scandals and forget.
RBI and other regulators first allow banks to loot the money, extend reckless credits, spoil the internal culture and intrinsic value of the bank, promote corruption in credit and Human Resource Management, waiver of loan and so on and in the next phase recommends for infusion of capital to salvage the bank and lastly recommends other big banks to takeover sinking bank.
Some times cooperative banks become out of control and some times some Regional Rural banks or some other time some PSU or private bank. In the past several cooperative banks have closed their shutters. Many Private Banks have been forcibly merged with PSU banks like Punjab National Bank or Union Bank or Bank of India. Even there was a proposal to merge banks like United Bank or U Co bank or Indian Bank.
Government has in the past provided capital as oxygen from time to time to various sinking or weak banks .Even in the last month government has passed a bill to provide Rs15000/ capital infusion to weak banks. But unfortunately it never tries to strike at the root of unhealthy culture and stop political intervention. Inspite of preaching all sermons NPA in banks has been rising speedily though it is concealed at the behest of RBI or Government of India.
The great question arises why and how does RBI fail to nip in the bud and why does it not punish the person who caused and perpetuated corrupt line of action in all fields. Why does it fail to break nexus of politicians in spread of corrupt culture in credit delivery prevailing all over the country in almost all banks? Why does it not punish the chartered Accountants who more often than not sell their signature and blindly certify balance sheets? How a rating agency fails to identify bad banks and alert the regulators in time?

Advocate needed
I like to draw the attention of a person or a group of persons who is legal expert or who has an expertise on Right to Information Act or filing of Public Interest litigations or who is well experienced in dealing with court cases related to servicemen on following points and expect some solution in the interest of service men community. I like to draw the attention of even politicians who has strong will to change the prevailing bad culture and corrupt practices in administrative, political and judicial system in the country.
When a bank or any government office is unable to promote an employee due to shortage of vacancies in upper cadre , bank should not stagnate the employee only because he has reached the last stage of his scale .This is a fundamental question concerning all employees who are not getting annual increment only because he could not get promotion in time due to management’s fault or due to corrupt interview panel who promote an employee not on the basis of performance but on the basis of gift or money he receives from the employee.
In this age of flattery there is no respect for policy or performance. An officer is promoted only when he or she has a God father in upper echelon or he has pleased his boss with huge gifts in cash or in kind or bought and motivated the top executive who is a member of Interview panel.
As such my second point to attract your attention is that in my opinion there should not be any scope of Interview for existing employee for giving him promotion because quality of his services have already been tested and attested by management for a decade or two or even three.
Even 25 marks allotted for Interview in any departmental promotion processes are enough to make or mar the career of an officer in a bank or any government office. It is a bitter truth of our country that a corrupt officer get 25 out of 25 in interview process whereas a performer get hardly 10 out of 25 which results in diluting the effect of performance of an employee or good marks obtained by him in his appraisals.
This is happening in not only in banks but also in all other government departments and this is why, whenever a new Chief Minister takes charge of a state, several IAS and IPS officers are transferred from one place to another as per whims and fancies of the ministers in the new government. Majority of decisions on postings, promotions and transfers are taken on the basis of earning capacity of the officer who can share his illegal earnings with the minister or support the minister in carrying out his illegal tasks for the benefit of his kith and kin or his party men.
In conclusion there should not be any stagnation in any scale of any cadre of any officer of any department or office or bank and there should be no Interview for existing employees to be promoted.
In my opinion whimsical posting, arbitrary promotions and abrupt but ill motivated transfers are the root causes of all corrupt practices prevailing in the Indian administrative, judiciary and political system. It is the power delegated to persons sitting at post empowered to take whimsical decisions which irrigates ,cultivates and promotes the culture of flattery and demotivates the person who actually work and believe in honest performance.
It is unfortunate that no remedy can be obtained even from courts even after lapse of a decade or two .This is the reason that management of a bank or any office or any organ of the government at state or national level indulge in selling promotions and postings and in turn contributes directly or indirectly , willingly or unwillingly, in increasing the level of corruption.
I therefore request you to file PIL or any suitable court case which can immediately stop unhealthy practices. You can start with stopping the ongoing promotion processes in a bank. I hope you will take the initiative and oblige serving employees of the country.

Chidambram has created panic
Problem of Naxalism and extremism is increasing year after year. Government in last three decades has almost underestimated the gravity of the matter ad neglected the same altogether. There have been fatal attacks by naxalites in their area of operation on many occasions in the past but no substantial action has been taken against the attackers.
Police force in each state knows how naxalites are extorting money from rich businessmen, house builders, service men and even police personnel. Many police stations have been attacked in the past and their guns and other arms and ammunitions have been taken away by attackers. Hundreds of innocents have been killed brutally in group. And so on…
Naxalites are growing in numbers and strength year after year. Their Finacial power has assumed the dangerous proportion, they have accumulated huge arms and ammunition and are capable to strike even CRPF camps and kill them in good numbers as happened on black Monday saddest 6th April 2010 in Indian history. They have exhibited their power of strike on many occasions in the past. But unfortunately politicians in our country never tried to stop the same.
There are still many politicians who are sympathizer of such naxalites, who take the support of these hard core naxalites during election to give a befitting reply to their opponents, who use gang members of naxal groups to motivate and threat voters and force them to cast their valued votes in favour of desired candidate or face the dire consequences. It will not be exaggeration to say that members of naxalite groups are sitting in all offices from state level assemblies to village level panchayats and block level government offices to state secretariats.
Members of naxal groups have not only spread their network to a great extent but actively working in each corner of the country. Every big or small contractor working for various departments of the government has to donate money in proportion to their contract value to Naxalite groups. For common men it is called as dadagiri tax. People have accepted this dirty system and do not approach police or any office to get rid of this extortion, because of non action or because of more dangerous consequences.
It is unfortunate that during last three decades government remained almost silent spectators of all such dangerous activities of naxalism. After each fatal attack by naxal groups, Home Minister like Mr. Shiv Raj Patil thought it wise to announce some monetary help for the family of victim of naxal attacks and thought it better and beneficial not to take any step to stop spread of naxalism in the country like cancer.
It is also a bitter truth that even ruling government and police forces are also afraid of repercussions on their family or on the their election prospects from naxal groups,.
Many nationalist, writers, social activists and honest politicians have pointed out that naxalism is greater threat to India than external threat from country like Pakistan or global terrorism. But the valued suggestions of noble writers were always ignored. As a result of this prolonged negligence and casual approach of various governments naxalism has become greatest threat to people of India.
It is only in the last year that Mr. P Chidambram took charge of Home department and started his sincere work against terrorism coming from abroad as also against naxalism in the name of Operation Red Hunt. There is no doubt that he has created a fear in the mind of naxal groups and this is why they are trying to belittle the effort of the government .I have no doubt that Mr. Chidambaram has the will and the brain to combat naxalism and terrorism tooth and nail and it is he who can finish the same from the root provided he gets wholehearted support not only from his party members but also from members of opposition groups,
Mr. Home Minister needs support not only from central and concerned state governments but also from local people who can play prominent and vital role in identification of naxalites, trained criminals and tell about their hide outs, their action plan etc.
It is the urgent task before government to leave no stone unturned to finish naxalism from the country. Government should not give opportunity to Pakistan in particular and international community in general to say that India is incapable to control even domestic terrorism.

Tax Evasion
It is reported in prominent newspaper today that tax dues from tax evaders has been increasing year after year and due to some reason or the other has mounted to Rs.198508 crores, say two lac crores rupees as on 30.09.2009. Out of this Rs.133232 crores pertain to corporate sector and Rs.65274 crores from individuals. Department of revenue, the Central Board of Direct Taxes has proposed punishment of rigorous imprisonment from three to seven years for such tax evaders, who conceal their income, who do not file income tax returns, who violates anti money laundering act, or who do not deduct TDS or do not deposit tax deducted at source in time..
This is indeed a very good proposal .I however feel that CTBT should start this holy task by launching searching and investigating process in respect of all officers and babus working in Income tax department and various Ministries of Central government. Charity and good work should begin from home. In the second round big fishes involving tax evasion of rupees ten lacs and more may be trapped, then politicians having houses, apartments, colleges, factories worth more than a crore rupee may be caught and so on.
When top level ministers, IT officers , IT commissioners, CBI personnels,vigilance officers and officers involved in scrutiny of files, searching, assessing and investigating processes are honest , there is no doubt that the same culture will percolate down the level and this message will spread like epidemic in entire country and people of India will never dare opt for tax evasion. It is a bitter truth and undeniable fact that all types of tax evasions are taught by none other than IT babus and officers either directly or middlemen called as IT consultants. There is clear nexus between tax assessing authorities and businessmen and all tax files involving big individuals and corporate. As soon as Income tax payer agrees to quantum of bribe or commission set by IT officers are given in an envelope, file gets clearance from tax officers. This corrupt practice causes loss many times more than existing tax dues revealed herein above to government.
It is unfortunate that honest tax payers in India are never awarded, respected and given preferred treatment, but more often than not harassed and unnecessarily tortured by corrupt IT babus and corrupt officers of Income tax departments because such honest tax payers do not easily agree to give bribe to the department .It is also true that in our country even IT officers do not get promotions and good posting as long as he or she do not fill the pocket of Ministers and top officials of Ministry of concerned department. Such practice is all offices of government, all banks and all departments where government is having control. Merit is seldom respected, but corrupt officers are more often than not awarded. When the Ganga flowing from top is poisoned and polluted one cannot dream of pure water at ground level. .
This is why I have to suggest to Government and CTBT to launch attack first on those officers who are originators, perpetuators and irrigators of corruption and immediately stop financial terrorism let loose by tax authorities .If we start giving respect to honest tax payers and punishing corrupt government officers honestly, sincerely, quickly and without any based attitude there will be great improvement in the prevailing culture and people of prefer paying tax than opting for tax evasion. There are enough laws in existing law books to penalize the guilty if there is will to do so. There is no need to frame tougher rule in this regard. India needs strong will of execution of rules truly and in good spirit
India should learn to award honest officers and stop giving preference to officers who flatter and who earn through unfair means and give share to seniors. Public opinion should be sought to assess honesty and integrity of an officers. Formal certificate of honesty and integrity as prevalent in the system is nothing but a formality. Truth and reality of Indian system is known to all Indians. As such proposed rigorous imprisonment should commence from corrupt IT officials and corrupt ministers sitting at the top post and who are root cause of all evils. Tax payers deserve praise, respect and honour because they are backbone of Indian economy.

Rich people grab houses built for poor
It is not surprising that rich people are grabbing houses meant for poor. As a matter of fact all subsidies, aids, lands etc are grabbed by rich person in the area, politicians, middlemen and poor get a slice of the cake as a sympathetic contribution. Even good quality wheat and rice meant for distribution to ration card holders are bought by traders and sold in the market. Gas cylinders sold by Gas agencies at subsidized rates are mostly used by hotels owners, shop keepers, guest houses, wedding houses, factories, houses of middle class and rich class etc. Rural people or poor people cannot even dream of buying a gas cylinder. Government is selling Kerosene oil at very cheap rate and incurs huge loss due to this subsidized sale. But here also 80%of kerosene oil is bought by traders and sold in black market or bought by petrol and diesel dealers for adulteration in petrol and diesel.

Is Female dominated by male in Indian society?
The society is dominated by money power and muscle power and not by male, might is right. Everyone worship who is powerful, gender is irrelevant. In the state of Tamilnadu Jayalalitha is worshipped like goddess. Mayawati is treated as Devi in UP. Indira was treated as India. Even Sonia is followed like Devi. Many Congress leaders are ready to touch her feet to get some good post, respectable birth in cabinet, get a ticket for election etc. Every male member loves his sister, wife, and mother more than his brother, father or anyone else. In many offices lady worker has played effective role. Bank like ICICI is headed by lady Kochar. Indian bank was headed by lady chairman who changed the fate of Indian bank. I therefore do not agree with the saying that lady in India is dominated by male member. There are several males who do not work, who are addict of bad habits, and who are totally incompetent try to dominate forcefully on female .they are few. It will not be an exaggeration if one say that in practice and in real life of a good family, male are dominated by female, not due to any pressure but due to mutual love and respect.
Why Indian depends on USA for all matters related to Pakistan? Can Indian alone not tackle Pakistan?.
This is the great weakness of Indian diplomacy. In the past India used to blindly support USSR and now blindly follow USA. Inspite of all India's image is good in International arena. Even USA considers India as a probable threat in future. USA uses Pakistan as a tool to weaken India to maintain dominance of USA. However India has built the capacity to teach Pakistan lesson and damage it if needed. But in war, loss occurs to both parties. Even Pakistan has developed substantial energy to spoil many parts of India. As such war is enemy of human being, causes loss to warring countries, more or less it may be, loss is loss. All efforts are therefore by peace loving country India to resolve the issue with dialogue or with pressure from super powers of the world as we all peace loving people in India use to do to resolve family or social disputes through dialogue and through intervention of some effective person of the area. . Indian people always condemn terrorism and naxalism. All religions advise for love and mutual respect.
Why people do not revolt against corruption?

We have Manmohan and microscopically few other simple people full of honesty who follows Lady Sonia to safeguard his post or who prefer remaining a silent spectator of rape of democracy and prevalent corruption in Indian system. As such people have more or less accepted corrupt practices as normal practices. .
What should an employee do when he or she is harassed by his boss or CEO?

Now-a-days even labour offices, government departments, banks, insurance companies and all private companies are indulged in labour exploitation of labour. There is none to raise voice against it in the name of reformation. In near future we will reincarnation of socialism in some other name. Capitalism cannot last long. Gap between rich and poor is widening and as a result crime graph is going up and up, riches are indulged in profit making and hence price are going up and up. Ministers and officers, babus and even peons are indulged in earning illegal money. There is none to raise a voice against boss or CEO of any company who are forcing employees to work more than twelve hours a day and who have almost made the family life of employees miserable. Even if some voices are raised here and there, such people are isolated and shunted in critical and remote areas or removed from service. As such most of good workers have to lead a life in rejection, dejection, depression, frustration etc.

I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.
In India we only read about death, sickness, terrorism, crime. Why are we so NEGATIVE? Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T.Vs, we want foreign shirts. We want foreign technology.
Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance? I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is.
She replied: I want to live in a developed India. For her, you and I will have to build this developed India. You must proclaim. India is not an under-developed nation; it is a highly developed nation.
Do you have 10 minutes? Allow me to come back with a vengeance.

If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India?

This applies even to the staffs who are known not to pass on the service to the public.
When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse?
'It's the whole system which has to change, how will it matter if I alone forego my sons' rights to a dowry.' So who's going to change the system?
What does a system consist of?
Very conveniently for us it consists of our neighbors, other households, other cities, other communities and the government. But definitely not me and YOU. When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away.
Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England. When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.

What does a system consist of?
Very conveniently for us it consists of our neighbors, other households, other cities, other communities and the government. But definitely not me and YOU. When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away.
Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England. When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.
Dear Indians, The article is highly thought inductive, calls for a great deal of introspection and pricks one's conscience too…. I am echoing J. F. Kennedy's words to his fellow Americans to relate to Indians…..

Why are we in India so embarrassed to recognize our own strengths, our achievements?
We are such a great nation. We have so many amazing success stories but we refuse to acknowledge them.
Why do we ignore them?
We are the first in milk production.
We are number one in Remote sensing satellites.
We are the second largest producer of wheat.
We are the second largest producer of rice.
Look at Dr. Sudarshan; he has transferred the tribal village into a self-sustaining, self-driving unit. There are millions of such achievements but our media is only obsessed in the bad news and failures and disasters.
I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.
In India we only read about death, sickness, terrorism, crime. Why are we so NEGATIVE? Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T.Vs, we want foreign shirts. We want foreign technology.
Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance? I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is.
She replied: I want to live in a developed India. For her, you and I will have to build this developed India. You must proclaim. India is not an under-developed nation; it is a highly developed nation.
Do you have 10 minutes? Allow me to come back with a vengeance.

YOU say that our government is inefficient.
YOU say that our laws are too old.
YOU say that the municipality does not pick up the garbage.
YOU say that the phones don't work, the railways are a joke. The airline is the worst in the world, mails never reach their destination.
YOU say that our country has been fed to the dogs and is the absolute pits.
YOU say, say and say. What do YOU do about it?
Take a person on his way to Singapore. Give him a name - 'YOURS'. Give him a face - 'YOURS'. YOU walk out of the airport and you are at your International best. In Singapore you don't throw cigarette butts on the roads or eat in the stores. YOU are as proud of their Underground links as they are.. You pay $5 (approx. Rs. 60) to drive through Orchard Road (equivalent of Mahim Causeway or Pedder Road) between 5 PM and 8 PM. YOU come back to the parking lot to punch your parking ticket if you have over stayed in a restaurant or a shopping mall irrespective of your status identity… In Singapore you don't say anything, DO YOU?
YOU wouldn't dare to eat in public during Ramadan, in Dubai. YOU would not dare to go out without your head covered in Jeddah.
YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds (Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else.’
YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop, 'Jaanta hai main kaun hoon (Do you know who I am?). I am so and so's son. Take your two bucks and get lost.'
YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand.
Why don't YOU spit Paan on the streets of Tokyo ?
Why don't YOU use examination jockeys or buy fake certificates in Boston???
We are still talking of the same YOU. YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India?
In America every dog owner has to clean up after his pet has done the job. Same in Japan.
Will the Indian citizen do that here?'
He's right. We go to the polls to choose a government and after that forfeit all responsibility.
We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative.
We expect the government to clean up but we are not going to stop chucking garbage all over the place nor are we going to stop to pick a up a stray piece of paper and throw it in the bin.
We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms.
We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity.
This applies even to the staffs who are known not to pass on the service to the public.
When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse?
