Diggi calls Osama Bin as Osamaji but calls Ramdeo Baba as Thug

Several members of Indian Muzahiddin and SIMI have been found involved in various terror attacks in the past. UPA Government led by Congress Party has never tried to ban such anti national organizations which are spreading hate messages against India and who are said to be indulged in hatching conspiracy of carrying out one after other terror attacks in India , giving terror training to their members and openly walking on their talks in favour of enemy country Pakistan. Congress Party on the other hand left no stone unturned to torture and trap Bab Ramdeo, Anna Hazare and their followers.


As usual, leaders of Congress Party ( Diggi Baba speaks the language of Congress Party because none of his colleagues dares says opposite to what Diggi Baba says) blame BJP or RSS for all mishaps or Congress Party talk of stern action against terrorists for a few days just after terror attack and make serious promises of putting into action effective mechanism to prevent recurrences of terror attacks. But in fact they do nothing and forget all promises made after terror incidents. Rather they always try to complicate the issue by dragging the name of RSS and BJP.

This time too, Digvijay Singh has tried to malign the name of Hindu outfits by indirectly pinpointing his accusing fingers towards RSS. If RSS is guilty, law will punish them too. What for politics is needed then? Police officials will do their job and arrest RSS people if anyone is found guilty. It is usually the leaders of ruling party which build pressure on police officials to acquit people of some group of their choice and trap those of some other group of their choice. In such position even police and judiciary cannot function freely

Mr. Digvijay Singh, number one liar through his cheap politics is not only supporting Pakistan oriented propagandas but also misleading investigating agencies and police officials and indirectly giving clean chit to members of Indian Mujahidin and SIMI against whom doubts have already been expressed by investigating agencies.

I am unable to understand why leaders of Congress Party do not treat the death of a person as death of an Indian. I condemn persons like Digvijay Singh who are habituated to carry out their divide and rule policy by discriminating the death of Indian on the basis of caste and community. Such mean minded leaders say, a dalit is killed or a Muslim is killed or a Sikh is killed or a Christian is killed instead of saying that an Indian is killed.

I think every true Indian should condemn such leaders who instead of treating an Indian as an Indian try to divide Indians on various grounds to serve their political interest.

Leaders of Congress Party should discard their policy of changing the issues and always diverting the minds of common men from prime points of concern to secondary irrelevant issues. They should rather focus on main problems which India is facing on the front of terrorism or naxalism.

I appeal Congress men, please for God sake do not give unwarranted statement and at least let investigating agencies do their duty honestly and sincerely to safeguard National interest. Who stops police men to arrest and punish Hindu or Muslim if he or she is found involved in any terror or naxal attacks? In fact those who are behind terror attacks are neither Hindu nor Muslims, they are neither Dalit nor forward, neither Sikh nor Christians, they are simply criminals and anti-national. In the eyes of law there is no discrimination but it is politicians who always discriminate criminals on the basis of caste or community while reacting on any terror attack.

The time for restraint is over

If India is not to be reduced to a Lebanon of yesteryears or another Pakistan we need to act with sense of urgency, marshalling our resources and spirits and acting with a single minded determination to eradicate the scourge of terrorism before it consumes us, says Vivek Gumaste.

The ghastly carnage inflicted by the series of strategically located and precisely coordinated explosive devices that ripped through the heart of Mumbai on July 13 underlines the fiendish cunning and relentless barbarism of the satanic forces of terror arraigned against us.

But more importantly the bomb blasts drive home a critical existential reality of present day India: our stark vulnerability; a vulnerability that is neither inevitable nor a fait accompli, but a vulnerability that is of our own making.

India's mental malady in the battle against terror

The genesis of our pathetic plight vis-a-vis terrorism lies in a debilitating mental malady; a fatal flaw in the nation's psyche which encases a persistently defective thought process that wallows in moralistic injunctions to the detriment of cognitive functioning and firm decision making.

It is this trait that hangs like an albatross round the country's neck engendering a deadly procrastination masquerading as moral restraint that is the stumbling block of our policy against terror.

The story of India's battle against terror has been one long exercise in inane restraint. We refused to respond in 1993 when 13 bombs rocked Mumbai damaging its stock exchange and the Air India building and killing 257 innocent people.

Time and again we have flashed restraint like a badge of honour

We again refused to react when these merchants of hate targeted our Parliament in an attempt to annihilate our leadership and destroy the democracy that we cherish.

And, in the waning days of the last millennium, when terrorists of the same ilk hijacked IC-814, callously murdered Rupin Katyal and humiliated the nation in no uncertain terms -- we again meekly caved in to their demands. No retaliation followed.

In 2006, seven synchronously timed bombs blew apart seven commuter trains in Mumbai killing more than 200 people and maiming several more. We again took recourse to our exemplary restraint flashing it like a badge of honour.

Finally in 2008 it appeared that the limit of our patience had been breached when 10 armed gunmen went on a rampage through Mumbai targeting strategic sites and mercilessly gunning down hundreds of civilians.

Restraint cannot not be mistaken as the end point

But what did we do? We riled at the top of our voices, took to the streets in violent rage and our government seethed with anger threatening to do something but did nothing tangible in the end; the masterminds roam free in Pakistan to this day.

For 20 painful years, in the face of innumerous brutal assaults each more vicious and diabolical than the prior one, we have exhibited a mute stoicism, appreciable at first but one that is looking increasingly naivete.

Restraint, the much-bandied word that crowds the lexicon of our anti-terror policy desperately calls out for clarification.

Restraint cannot not be mistaken as the end point. Nor should it be a subterfuge for apathetic resignation or a camouflage for pusillanimity.

'It is the time for definitive action'

Only when restraint evokes a positive response within a specific time frame can it be a worthwhile strategy. Persistent restraint in the face of continuing evil smacks of cowardice and not moral superiority; in addition it is counterproductive.

Emboldened by the predictable pattern of diffidence, terrorists have continued with their campaign of depravity, striking at will. Their evil message rings loud and clear: we will kill your citizens when we want, where we want and how we want and we know you will do precious little about it.

That refrain has to be changed. The time for restraint is over. It is the time for definitive action.

First and foremost we need a seismic shift in our mindset that replaces starry eyed idealism with the realism of hardpolitik concurrent with a renewed evaluation of our logistic options.

To expect the weak civilian government in Pakistan to reign in the terrorists is unrealistic and futile. By placing our faith in the Asif Ali Zardari government, we put our own credibility at stake.

Are we going to wait patiently to be bled to death?

Responding to India's exhortation post 26/11, Pakistan's Prime Minister Yusuf Raza Gilani remarked: "Pakistan is itself facing Mumbai-like attacks almost every other day and when we cannot protect our own citizens, how we can guarantee that there wouldn't be any more terrorist hits in India."

So if Pakistan will not or cannot act against these India centric terrorists doesn't it make good sense that we should? Easier said than done maybe the chant from cynics. But do we have any other option?

Are we going to wait patiently to be bled to death through a thousand cuts as the terrorists have threatened to do?

Setting aside this contentious option for a moment let us look at other possibilities. If international compulsions prevent us from adopting cross border tactics, can we at least shore up our internal security?

We need to act with a sense of urgency

But even on that internal front we come up short. The Prevention of Terrorism Act that had proven to be partially effective despite its inherent defects was hastily rusticated in deference to partisan politics leaving a dangerous void in our efforts to combat a definite fifth column that exists in our midst.

Let us be realistic: without support from within none of these high profile acts of terror could have been carried out to fruitation.

In addition the overemphasis on Hindu terror in the last couple of years has shifted the overall focus of our anti-terror operations making our security personnel concentrate on the lesser threat of Hindu terror at the cost of overlooking the far greater danger that looms over us.

It is nobody's contention that Hindu terror must go unchecked. But events need to be viewed in the right perspective and our energies and resources channeled appropriately in the right direction commiserate with the magnitude of each threat.

Naxalism in offices

The 1989 kidnapping of Rubaiya Sayeed was an act carried out by members of the Jammu Kashmir Liberation Front a Kashmiri Muslim militant organization, on December 8, 1989 in Jammu and Kashmir. The kidnappers demanded the release of five of their comrades in exchange for Rubaiya's release. The government accepted their demands and freed the jailed terrorists.

Similarly after prolonged negotiations with the Taleban government and the Kandhar plane hijackers, three hard core terrorists were released by Indian government in exchange of all the hostages trapped in hijacked plane in Kandhar in December 1999.

These two historic incidents paved the way for more and more kidnapping of important persons in various naxal prone areas in the country to force the local government to release their naxal colleagues languishing in jail for long or to get their other demand accepted by ruling government.

During last two decades and more several incidents of kidnapping have taken place in various parts of the country and in most of the cases ruling government had to bow down. Still government state as well as central, had totally neglected the dangers of growing naxal activities and allowed it to grow without any break till last year when Mr. P. Chidambram was made Minister of Home affairs

Naxals in the state of Orissa have after all succeeded in forcing the government of Orissa to release their men. This has proved that naxals have grown in their fighting capacity. The incident of Orissa and the subsequent step by ruling government to release the jailed naxals as demanded by kidnappers has once again substantiated the fact that all states governments as well as central government took a very casual approach on the danger of naxals even after the sad incident in 1989 and 1999. The Orissa incident has once again established that Government has been totally failed in taking a coordinated approach on handling the problem faced by people living in naxal affected areas during last two decades.

Still there are various politicians of various political parties who are sympathizers of naxal element because they use to take the help of naxal forces in winning the election. There are many social activists, media men, journalists, NGOs who still talk of negotiation with naxals and plead of various measures to bring naxal in the mainstream of the society. They ignore the fact that naxals are basically criminals and they have huge money power as well as armed power. They use to extort money from all affluent person including police personnel. Businessmen and service men have to give huge amount of money to local naxal people to survive in the area peacefully but it is painful and dangerous that even police person, IAS and IPS OFFICERS have to give money to naxals for their safety.

It is open secret that Illegal and coercive methods are used by naxal elements to collect money from local rich people and there is none to stop them. This is not a new phenomenon but this has been continuing for last three to four decades. Naxals have developed very good relation with top bureaucrats, social activists, politicians, ministers and local powerful persons and slowly growing in numbers. Casual, ineffective and negligent action of ruling government during last three decades has resulted in growth of network of naxals to such an extent that naxals can now dictate terms to elected government by abducting one or two socially respected or powerful persons.

I hope all political parties at state or central level will now learn the lesson from the past and try to treat the criminal as criminals. They should not try to mix the issue of poverty with that of crime .All types of criminals should be punished and punished in a period of fixed time, say three months by local courts, six months by district courts and in one year by High courts. Any political interference in the matter of crime results in boosting up the morals of crime doers.

It is due to incompetent judiciary in our country that criminals use the judicial system to postpone the decision on criminal cases. On the contrary innocents and victims are afraid of knocking the doors of police or the court in want of justice.

It is due to delayed justice that hundreds and thousands of persons are languishing in jail for years and years .It is due to inefficiency of court that 61 alleged culprits had to pass their valuable ten years in jail for visibly no fault as because they were acquitted by Gujrat Special Court in Godhra case on 22nd of February 2011.There may not be anything more painful that innocents are put in jail for several years even without trials and without even charge sheet.

It will not be an exaggeration to say that top ranked officers, ministers, MP and MLAs, heads of various departments are also acting as naxals in their area of operation to exploit their contractors, staff working in various offices and common men .Only difference is that naxals are using armed power to commit their crime and High ranked officers and ministers are using their pen power to accumulate more and more wealth. It is true that bullets fired by naxals are reaching the ears and eyes of lacs of people whereas bullets fired by white collared powerful person through their pen are not visible to common men. Both groups are looting money and exploiting poor and weak people of their area in their own style. Both are brand of extremism and both are committing crime after crime, scam after scam only because they are not afraid of police or court action.

Top ranked officers are whimsically transferred to remote and critical places if they do not do what ministers desire and on the contrary given arbitrary promotion and given cream posting if they do what ministers desire and earns bribe and share with ministers. Similarly junior officers are transferred to critical and remote by top officers and this dirty chain continues till the bottom and ultimately it helps in creating unhealthy corrupt culture. Injustice in recruitment, transfers, posting and promotions breeds frustration and depression and eventually inaction by good officers. Good officers cannot be even whistle blowers against corrupt officers in fear of repercussion, burning, killing in the hands of corrupt but powerful naxals , powerful officers and powerful politicians.

To add fuel to fire, top ranked powerful officers and ministers are now a days earning money even in recruitment. Departmental heads are conducting examinations only for showing to people but actually they are selling the recruitment in the name of reformation and earning huge money by making direct recruitment of their choice. After all there is none to stop such dirty practice prevalent in all government run departments and offices. Hundreds and thousands of cases are pending in various courts of the country for several years and decades against injustice in promotion, recruitment and transfers. Justice is never available to victimized good workers till his life. Talented candidates are rejected in examinations and interviews. Good workers and good students are more often than not, to face frustration in life. And this results in boosting up of morals of bad elements like naxals.

I therefore always say that weak judiciary is the root cause of all maladies prevalent in the country. Both kind of exploitations can be stopped only by efficient police and judicial system.As of l now, there is no justice with good workers in government run offices and hence bad people grow and become more and more powerful .These bad people with the support of bad politicians are tarnishing the image of the country and it is they who real hurdle in real development of the country.

Chartered Accountants in India are mostly working as brokers of tax officials and bankers. It is CAs who manage tax evasion from tax authorities or bank finance from banks. Raju was the greatest fool who disclosed his fraud in Satyam Computers, otherwise none of CA could catch the culprit. Almost all CAs are simply selling their signatures to business community, busy in negotiating with tax officials and bank officials

Lawyers in India in general are working as brokers and middlemen for judges working in various courts. Officers, secretaries working in various state level secretariats or in secretariat attached of various ministries and Parliament of India are working in general as agent and broker for ministers. Politicians of various political parties who are effective and master in manipulations are working as agents for various MLAs and MPs. District level political leaders are flatterer of state level leader of a political party and state level leaders works as yes-men of central level leaders. In common terminology they are called as lobbyist or flatterer or managers or chamchas but for all practical purposes they are actual fate makers.

It is caucus of these flatterers who surrounds powerful leaders in all offices, banks, Income tax offices, secretariats and at all places where powerful persons are sitting. It is these flatterers known as Godfathers who manage transfer, posting and promotion of staff who works as per whims and fancies of lobbyists. It is these lobbyist or game players who manage transfer of honest workers who hinders their corrupt path to remotest place, to critical place or to a place where he or she becomes ineffective in all fields of his life. It is these lobbyist who manage torture to good workers who create impediments and it is they who manage even killing of such hard core honest performers. It is these lobbyists who can make or mar a government for their self interest.

Neera Radia is not alone working as lobbyist in corporate world but there are hundreds and thousands of such lobbyists active in practically in all offices. Even top ranked DGM, GM, AGM.CM in a Public Sector bank has to approach one or the other lobbyist to get fastest promotion and cream posting. General Managers have to contact lobbyist sitting in RBI and Minister of Finance for getting the post of ED and CMD of a bank. Retired politicians have to contact top leaders to become director in a PSU and so on so forth. One has to invariably contact a lobbyist for getting his work done easily quickly and with minimum possible expenses.

In eighties one great lobbyist namely Harshad Mehta was caught in bank scam .But in this age of reformation there are hundreds of person working like Harshad Mehta and manipulating Stock Market as per their sweet will and SEBI is silent spectator of all mishappenings till it assumes the form of a scam or scandal.

In such an environment it does not look astonishing and unexpected incident when one say that Reddy brothers succeeded in tax evasion of Rs.80.00 crores in mining in Karnataka or Mr. Raja OR Madhu Koda or Mr. Kalamadi or any such corrupt officer could accumulate wealth worth hundreds of crores of rupees.

In fact most of the government officers and ministers are busy in making money some way or the other. Even media men are indulged in such corrupt game in their own style. This is the picture of Indian democracy where rich is growing richer and poor are becoming poorer. Lobbyist can approach all powerful centers whereas common men are fear of accessing any office where he can expect his work done or where he can knock the door to get justice.

It is ridiculous to know that RBI has asked details from bankers who sanctioned finance to companies currently under investigation by CBI to punish the culprit top ranked bankers who financed to telecom companies by taking bribe. It is nothing but a reluctant surgical operation undertaken by RBI and not body scan of banks which should be undertaken by RBI to stop corrupt practices prevailing in the banks where top ranked officials like General Managers are caught taking bribe for lending.


Scam of value of hundreds and thousands of crore rupees cannot take place without the support of hundreds and thousands of persons in the system. Few cases of scams and corruptions which are exposed in public by media are not aberration of the system but exposure takes place only when there is dispute in sharing of bribe money among corrupt officials or when bribe giver remains unsatisfied even after payment of bribe. Exposure of scam takes place when desired work is hampered even after payment of bribe to ministers and officers due to change of guard or change of powerful lobby or change in policy due to some reason or the other. Otherwise it is the corrupt system which has been developed by politicians and rulers of the country since independence.

Wikileak exposure on Rahul Gandhi

Entire world understands very well that most of the terror groups are formed by Muslims or converted Muslims. Even Pakistan and many Arab countries realize from the core of their heart that image of entire Muslim community is getting tarnished by frequent acts of terror attacks carried out by Muslims. It is also true that in most of the terror attacks all over the world, it is mostly Muslims who are accused and charged with act of terrorism. Many terrorists are even using Hindu or Christian names and people of Non Muslim communities to spread terrorism so that tarnished image of Muslim may be diluted and washed slowly at least to some extent. Some of the Muslims terrorists are willfully recruiting and training Hindu or other caste persons by giving them huge temptation of money and wealth. Some of Muslim terrorists are using Non Muslim as shield to safeguard them or using Hindu as mask to conceal their dirty acts. It is also true that Muslim terrorists have succeeded in their malicious plan of tarnishing the image of Hindu, Sikh and Christian.

International community are still very much sure that threat to the world peace is coming from Islamic terror but still they do not wish to send such message to the world and they do not wish to divide the human being and the world on the basis of caste and community on the matter of crime. Everyone knows that terrorist have got no caste or community. All terrorists are criminal and should be punished in proportion to their crime at the earliest possible. It is undeniably true that there are criminals in all sections of the society and all criminal should be treated as criminals without any discrimination based on his caste , community or region or religion.

Unfortunately it is only India where politician of all parties use caste and community as a weapon to win the election. Indian politicians try to win various caste groups with different types of temptations such as caste based reservation or caste based development schemes or caste based compensation to families of dead or injured person in any accident or communal riot. It is India where even the government has to give many thought before taking any punitive action against Muslim evil doers. It is India where admissions in schools and colleges take place on the basis of caste and communities. Even police department or in fact all departmental heads fear in taking action against any SC, ST, OBC or any Muslim worker, any Muslim neighbor or any Muslim criminal .This is a undeniable truth in Indian administration.

Indian government is afraid of executing death penalty to Afzal Guru awarded by the highest court of the country. Indian police and investigating agencies are so much weak, ineffective and coward that they could not even award punishment to the person who were identified and even caught in 26 November 2008 Mumbai blast and to whom entire world watched committing terror attack. It is possible only because entire exercise of search and investigation against Muslim criminals moves very slowly in India and there are several sympathizers in India who would like to puncture the entire process of investigation and try to save Muslim criminals by hook or by crook.

It is therefore not astonishing that leaders like Rahul Gandhi, Manmohan Singh, Digvijay Singh, Kapil sibal , P. Chidambram talk of Hindu terror time and again to win the heart of Muslim voters. I do not want to entirely blame Rahul Gandhi for his remarks against Hindus as exposed by Wikileaks. It is painful that Rahul Gandhi has given such remarks in foreign land. I however understand very well that he is very much immature in politics and he utters the same thoughts which he has learnt from his family member, family gossips and from debates and discussions taking place in various powerful lobbies of Congress Party which he belongs. Obviously the controversial voice of Rahul Gandhi exposed by Wikileaks is not only the voice of Rahul Gandhi along but represents the voice of Congress Party as a whole.

Matured leader never criticizes Indian politics or even discuss demerits of Indian internal system at least when he or she is sitting in foreign land. Every family has disturbances and difference of opinion among various members of the family but a wise member of family do not expose truth of his family when he or she is sitting at place other than his or her own house.Rahul is lacking this maturity. Hence entire blame goes to Congress Party, Sonia Gandhi and Mr. Manmohan Singh who are holding key posts and who supposed to glorify India and save India’s image. It is unfortunate that Manmohan Singh in the capacity of Prime Minister of India has completely failed to stop the spread of cancer of corruption and cancer of casteism and communalism.

Rather game of ‘Divide and Rule’ is being played by rulers of this country in general and more particularly by Congress Party under the leadership of clean image Manmohan Singh. Height of dirty politics is that many stalwarts of Congress Party are not only misusing so called clean image of Manmohan Singh for their vested interest but also bent upon making Rahul Gandhi as the next Prime Minister of the country. What will be the fate of India under the leadership of Rahul Gandhi whose childish remarks against Hindus in foreign land has strengthened the hands of Pakistan?

India is after all a country of flatterers and it is India where all decisions are taken not on the basis of merit of the person but entirely on the basis of flattery one receives from the person .Flattery is therefore growing by leaps and bounds in India. Congress Party in particular is the party of flatterers and most of them are greedy for money and power. Flatterers as such worship their leaders like God in expectation of some key post and some monetary gain. Hence none of flatterers in Congress camp will ever dare to condemn anti national remarks of Rahul Gandhi or Sonia Gandhi. In such position I think it better to accept for the time being the thesis of Rahul Gandhi that India faces dangerous threat not from Lasker –e-Toiba (LeT)or other Pakistan based terrorist outfits but from Hindu terror outfits.

But I do not hesitate to ask following simple questions from our beloved clean Prime Minister Mr. Manmohan Singh, Rahul Gandhi , Sonia Gandhi and other stalwarts of ruling party
What action government has taken during six years of UPA rule to safeguard country from the threat of Hindu terror?
Instead of expressing concern before USA diplomat, why not Rahul Gandhi being a Member of Parliament raised his voice in the Parliament?
Why is government putting blame on ISI and PAKISTAN BASED TERRORISTS for 26 November 2008 Mumbai blast when they apprehend that Hindu terrorist took revenge from Karkare for arrest of their leader Sadhwi Pragya in Malegaon Blast?

Why government did not take any punitive action against those Hindu Leaders who were behind the killing of Mr. Karkare ATS chief/

After the three week long deadlock in Parliament over the demand of JPC by opposition parties to probe into 2G spectrum related corrupt activities of the government Mr. Manmohan Singh PM has expressed his concern over the threat to Parliamentary democracy in India.

Being the head of the government what steps government has taken to save India and Parliamentary democracy from the clutches of opposition party members?

What steps Manmohan Singh government has taken to stop catch and punish corrupt officials and ministers during last six years though he has admitted several times the increasing role of corruption in Indian administrative system?

Corruption is dangerous than terrorism

Politicians often talk of black money parked in Swiss Banks but always fail in their exercise to bring back the same in our country because they are not honest in their utterings.They made unprecedented hue and cry before last general election on huge amount of black money parked in Swiss Banks but politicians of all parties became almost silent after the declaration of election result. What they say and what they mean to do is always different. India is still rated rate as one of the top corrupt nations. It is worthwhile to mention here that India is rated as one of the top ranking hunger inflicted state of the world even though Indian leaders claim and feel proud of achieving comparable GDP growth in the economy and said to be decoupled with global recession or global financial meltdown.

Madhu Koda ex-CM of Jharkhand and his associates could accumulate hundreds of crores of rupees through corrupt means because he knew the power game and corrupt game being played in the country in all the states. Koda is bird of the same feather and he is not new or his case is not an isolated case of corruption in India. Latest story on extent of corruption in CWG is well heard and read by Indians. In fact there is no dearth of cases of large scale corruption, fraud, scam and cheating in our country.

Rulers, leaders , CEO or head of any organization first pull together all his flatters on whom he can blindly rely and throw away all honest persons who can put hindrance in their task of earning or printing money. In this way evil work of the ruler does not come to fore as long as one of the corrupt officers raise ugly voice against the system not because of his sudden thirst for patriotism but due to his puncture the effort of other corrupt person who has been enjoying larger share of ill earned wealth.

As a matter of fact rulers of this country could not stop corrupt practices in the system prevalent in our own country and cold not stop formation of black money in the country and hence they could not and cannot force foreign country to declare name of Indians who have parked money in Swiss bank. Similarly when investing agencies like CBI, ED, Vigilance, IT officials and other regulating agencies are themselves corrupt they cannot stop spreading cancer of corruption in the Indian body system. And the most vital point is that when rulers themselves are corrupt they cannot endanger their own money parked in either Swiss Bank or in Indian financial and real estate sector.

It is rightly said by the great writer Munsi Prem Chand.
"Jab Rakchak hi Bhakchak Ban jaye to vinash nishchit Hai"

When almost every minister at Center and almost every minister in each State government is indulged in making money through corrupt means, when officers in general are involved in corrupt game played by politicians and when all officers entrusted with the duty of stopping and removing corruption from the system and finally unearthing ill earned money are busy in making money through corrupt means who will make serious efforts to unearth money held in Swiss Bank.

Persons or group of person who have kept their black money in Swiss Bank are none other than politicians and government officers. When top officers and top ministers are corrupt one cannot imagine of businessmen and professionals abiding by Indian rules and following rule of ethics. It is government officers and politicians who make survival of honest service men, honest businessmen and professionals difficult and force them to manufacture black money and share with corrupt officials to live peacefully. Honesty has rather become curse for government servants as well as businessmen and professionals.

Black money is not only in Swiss bank, it is parked in banks in India too. Black money is concealed in form of gold, land and building, apartment, big bazaars, farm houses, private professional colleges and in almost all big houses. Black money is visible to all whose eye is not jaundiced with the decease of black money. Nine out of ten multi storied residential building and commercial complex in Metros and big towns are constructed by ill earned black money only. It is open secret. As such it is not necessary to focus attention on money parked in Swiss Bank and make politics out of it but is more important to focus on black money parked in India and which is visible in India itself.

It is necessary for almost all politician and officers working in government and government departments to introspect and look into their heart whether they are really honest. Politicians in general cannot afford contesting and winning an election without the help of black money received from businessmen and at the same time without the indirect support of controlling officials none of the businessmen can imagine of tax evasion.

Without the support of corrupt officers, none of the contractors in India can carry out their tendered allotted work. More than fifty percent of value of contract work allotted by government to contractors is consumed in distributing commissions to corrupt officers and politicians. Ministers cannot even organize a rally without the financial support from local corrupt officers, black money of rich businessmen and professional.

I therefore feel that work of purification should start from our own land, our own offices, our own banks, our own politics, and our own administrative system. Politicians should stop playing foul game of putting blame always on foreign agencies for every lapse on their part if they are really interested to see India shining.

India must stop flattery culture because this flattery culture is the root cause of all evils. None of government servants can dream of good posting and timely promotion without indulging in flattery to big bosses and powerful politicians. It is therefore necessary to make transfer, posting and promotion fully transparent and remove all bottlenecks which gives scope of whimsical decision in the matter of posting and promotions. It is the need of the hour to punish those who are misusing their delegated powers and who promote flattery culture by taking arbitrary decisions.

CBI, Vigilance department, Band, IT department, IB ,Anti corruption offices ,custom officials all such regulating agencies which are established for prevention and elimination of corrupt practices should be made more powerful and given sufficient man power to carry out their holy job. Any officers found indulging in corrupt practice in such department should be punished severely without any discrimination based on caste, community or religion.

Political interference in administrative matters, police action and judiciary must be stopped even if for this matter rules of the land are needed to be altered, made more severe and non-discriminatory. Delegation of power in few hands at any levels and in any offices gives scope for corruption and hence the power must be diluted to the possible extent in such a way that it does not cause delay in execution of plan and projects. Officers who misuse power must be punished immediately.

And last but not the least, MLA and MP who rule the country should not be elected by votes of illiterate and criminals but selected from top IAS and IPS officers, toppers of colleges, reputed social reformers, successful bankers, reputed honest businessmen and from persons of undisputed character. System of garlanding and gifting top officials and political leaders as also that of giving red carpet welcome to top officers must be stopped immediately. Practice of spending crores of rupees in inaugural functions or in felicitating top officials or ministers must be stopped forthwith through an ordinance at least for one year to start with.

Judiciary should be provided adequate quality man power so that pendency in court is made zero and justice is made available in shortest span of time to all aggrieved Indian citizen. An environment has to be created in the country where criminals of all nature have fear of action in their mind and in their core of heart.

It is tragedy that in our country police actions in our country is against good citizens and punitive action through court orders is also possible against good citizens. Actual crime doers use judiciary to perpetuate their reign of crime .If this fear of action is ensured at all levels I am very much sure that black money from Swiss Bank or Indian Banks will automatically come on the floor and people will be motivated to use the money for constructive purposed rather than parking in foreign or Indian bank.

Honesty is the best policy has to be proved at ground level. Merit and merit has to be respected in our country if we Indians really want India to grow at grass root level.

GDP growth shown by ministers to International agencies is not at all helpful and pleasant for majority of Indians who are unable to even afford their normal livelihood and manage respectful life.

It is worthwhile to mention here US President Mr. Obama has taken many steps to reform US banking culture taking lessons from 2008 financial crisis. On the contrary our government is still unaware of growing sickness in Indian banks only because we Indian know how to play with data, sink and swim in the sea of data.

When USA, pioneer of reformation, liberalization, privatization and globalization has started revisiting the policy of outsourcing, policy of concentration of power in few hands, policy of complete freedom to trade icons and policy of complete freedom to banking industry so that more and more employment opportunities are generated for US citizens, expenses on executives is cut to size, and corrupt practices in US system is put an end for good and for eve. Why not Indian politicians learn lesson from their masters at least and ensure transparency in all their action and why do they not discard vote bank politics based on caste, community, religion and region is a big question to answer and a big challenge for those whose vision is to see India really shining in the world.

I submit some points hereunder highlighting reign of injustice in banks perpetuated by team of officers sitting at the helm of affairs in collusion wit union leaders.

There is practically no stagnation for central government employees as per last pay commission recommendation and as accepted by government of India. There is time bund promotion. Central pay Scale is too long to stagnate any employee at any particular point of scale for two or three years

Why is there stagnation for bank employees particularly when bank is not in a position to accommodate so many candidates in higher scale, when there are fewer vacancies?

For none of fault of senior officers, they are denied promotion as also annual increment. It is really a fun that they are not given even full terminal benefits when they resign at their own.

When banks do not find such senior officers for promotions, bank should not hesitate in accepting resignation of such officers and allow full pension and retirement benefits. Why officers who resign are not allowed pension, leave encashment or refund of accumulated bank's contribution in PF etc. Bank can remove an officer as per its choice but staff cannot leave the job without loosing his rightful terminal benefits.

Officers who have transferred from outside states to North East States were getting so many incentives as per 1984 circular or as per guidelines of IBA as prevalent for central government employees working in other sectors in eighties. Why these incentives have not been revised during last 25 years?

Special allowance fixed Rs.1200/ or Rs.1500/ for specified area is common for all staff posted in North East region. What about additional benefits for those who are transferred from other states to North East?

For outsiders, there was a provision of Rs.1500. p.m. in 1984 when Rs.1500/ was a significant amount compared to prevailing scale of pay for officers at that time. Now even that Rs.1500/ (it should be at least 10000 in view of price rise and scale rise during last 25 years) or 12.5% of pay has been abolished.

Originally North East posting policy was framed for enthusing employees to serve in north eastern based branches for two years and then they were given preferred posting. Unfortunately this holy policy is now misused by greedy and corrupt executives to sideline good officers from their path of earning illegal money and golden gifts.

Incentives of NE posting have also been snatched and left on whims and fancies of executives. Preferred posting after completion of two years tenure also lies on the mercy of top officials. ED or top executives in banks do not have fear in mind in violating the existing policy or misusing the same in the name of bank’s exigencies.

After all what union leaders are doing?

There are lacs of bank employees who are continuously working in rural areas, say for one or two decades or even more.

On the other hand there a few lacs of bank employees who are continuously posted in Metros and Urban areas.

Unfortunately residual a few of employees are facing frequent transfers from one corner to the other corner of the country.

It clears defeats the very purpose behind rural posting policy and NE posting policy framed by government of India. Banks do not hesitate in violating its own transfer policy or promotion policy. Officers posted continuously in rural areas seldom get promotion because their fate depends not on performance but on whims and fancies of Interview panel. Members of Interview in general award marks based on merit of employees on points such as flattery, gifts and welcome kits. Justice is nowhere visible.

After all what union leaders are doing?

Answer is that they are also standing in the same que in which a team of flatterers are standing to get maximum benefit from higher bosses, cream posting, reckless earning through credit lending or waiver of loan without any fear of action from higher bosses and get preferred promotions for their flatterer members if they so like.

Why huge arrear to the amount of two lacs or three or four lacs are being paid to executives as per 9th Bipartite Settlement and only a few thousand to middle management officers considered senior officers. Even peons and junior clerks are getting arrear to the extent of one lac rupees. Even junior officers are getting more. Obviously pay scale fixed for various scales is not based on principals of equality but based on whims and fancies of IBA team and union leaders. Pension optees are getting more and PF optees are getting noting in comparison. Why discriminatory treatment is being allowed by union leaders even in fixation of revised pay in 9th BS, not to speak of discrimination with PF optees desiring to offer for pension.

Are senior officers in middle management so bad they are not fit for promotion, increment, pension and even equal rise in wage revision? If so why are they not given offer of VRS as given in the year 2000?

Why CMDs of various banks then talk of crisis of talented officer in bank and why do they express apprehension for painful future when a good number of officers will retire?

If there is a will there is a way. When government is formed of corrupt persons and that of flatterers, when administration is manned by corrupt and flatterers when judiciary is weak, ineffective, costly and centre of corruption, any one in Government cannot dream of taking step to reduce corruption in the system or to punish corrupt people.

And people who try to move against the main stream gets tired very soon and finally succumb to death.

It is therefore better to say All is Well sir, No problem sir, everything will be o.k. sir, I am there don't worry, I will manage it, I will manage media people, I will manage CBI people and so on. These wordings are a few permanent wording of flatterers.

Media men are not getting any interest or attractive news in the reign of injustice pervading and prevailing in banking industry. A few executives by using their mobile phones using some flatterer Branch Managers ges success in extending credit to unscrupulous borrowers and sacrificing huge amount in compromise and waiver of loan scheme just to earn some illegal money.

Banks assets worth thousands and thousand of crores of rupees are locked and lost in bad borrowers every year whereas government of India, RBI and all regulating agencies remain silent spectators. People have seen how NPA rose 500% this year in Indian Bank but regulating agencies are not ready to accept that similar pain will occur to other banks too in near future. There is in fact none to bell the cat.
Banks management, government of India and RBI loudly say with a sense of pride that Indian Banks are not affected by global slowdown or recession or sub prime crisis but IBA says that banks are not in a position to pay pension to bank employees and hence begging for sharing of pension cost from bank employees.

IBA has filed affidavit in Madras High Court that banks are facing fund crisis and not in a position to pay pension to retirees and hence praying for stay granted by the same court on 24th June 2010 on illegal and unjustified recovery from PF optees agreed in 9th Bipartite settlement .

How much shameful and painful it is that staff of banks who served banks for 30 to 35 years in bank and contributed his entire energy for growth of bank has now to run from pillar to post or knock the door of courts to stop reign of injustice.

Are Banks earning profits by simple exploitation of staff??
